Duties & Responsibilities: The Georgia Emergency Management Agency/Homeland Security (GEMA/HS) is the lead state agency for coordination
of emergency and disaster response activities.
The successful candidate for this position will oversee, develop, prepare, analyze, and revise the agency budget and supporting schedules for
GEMA/HS. He/she performs review and analysis of budget program and policy issues, analyzes financial trends or proposed legislation, and
recommends appropriate courses of action to management.
Responsibilities
Supervises budget preparation, auditing, records management and related operations
Produces comprehensive analytical reports
Serves as budget expert for agency and develops reports for agency, OPB and other government entities as required
Analyzes and develops policy and budget-related initiatives and makes recommendations based on this analysis
Assesses financial data to determine the resources required to implement a program, or to analyze trends
Analyzes agency budgeting and accounting reports/requests to maintain expenditure controls
Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations
Requests budgetary codes, records and audits expenses, and documents use of funds and adherence to budget allocations

Skill in performing financial analysis and evaluation to determine possible courses of action
Ability to identify problems and create solutions grounded in factual information
Ability to apply rules, regulations and policies to specific budget applications
Ability to review, analyze, make and justify recommendations to changes in budget
Oral and written communication as demonstrated by:
Ability to generate compelling written documents using correct grammar and spelling, vocabulary appropriate to the audience, and writing style appropriate to the nature of the communication.
Ability to speak in a compelling manner with correct grammar, word usage, tone and inflection
Ability to read, interpret and apply advanced written materials for practical business purposes (e.g. laws, regulations and policies)
Customer service as demonstrated by:
Commitment to providing excellent customer service to internal and external customers
Ability to analyze a customer's request, evaluate issues, determine the correct course of action, and follow through to ensure customer satisfaction.
During emergencies and disasters this individual may be assigned to serve in the State Operations Center in addition to his/her regular
duties, is subject to call in without notice, and may be required to work nights and weekends.
Minimum Training & Experience: Master's Degree in Public Administration, Business Administration, Accounting, Finance or a related area of
study and two years of fiscal analysis experience
OR
Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, Accounting, Finance or related fields
AND Four years of fiscal analysis experience
Agency Specific Qualifications and/or Preferred Qualifications:
Experience in State of Georgia budget development and management
Experience working with multiple funding sources including grants
Experience analyzing expenditure trends
Experience that has led to advanced level knowledge of state government financial systems, classes, fund sources, accounts and spending
flexibility parameters
Experience in strategizing and forecasting
Experience using MS Excel, PeopleSoft Financials, and BudgetNet applications at an advanced level

Qualifications:
Master's degree in public administration, business administration, accounting, finance or related field from an accredited
college or university AND Two years of fiscal analysis experience OR Bachelor's degree in public administration, business
administration, accounting, finance or related field from an accredited college or university AND Four years of fiscal analysis
experience OR Two years of experience required at the lower level Budget Analyst 2 (FIP011) or position equivalent.
Associate degree in accounting, business/public administration, or finance from an accredited college or university and four (4) years of fiscal analysis job-related experience; or two (2) years of experience at the lower-level Budget Analyst 2 (FIP011) or position equivalent.
