GENERAL DESCRIPTION:
This position reviews and processes payments for the WDE Court Ordered and Medically Necessary Placed Students (COMPS) program, including payments to residential treatment centers, psychiatric residential treatment facilities, and boards of cooperative educational services (BOCES). This position performs audit functions related to commodity based payment vouchers (PRCs), general accounting expenditure vouchers (GAX's), and travel expense vouchers.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Audit, process, and reconcile monthly Court Ordered and Medically Necessary Placed Students (COMPS) program payments from residential treatment facilities, psychiatric residential treatment facilities, and BOCES, ensuring compliance with state and federal regulations as well as federal IEP guidelines. Maintain a database of all COMPS expenditures to track and sync all payments with the WOLFS accounting system.
Audit Travel Expense Vouchers, for completeness, accuracy, and conformance to State, Federal, and agency policies and procedures. Notify the Fiscal Services Manager of any concerns related to travel reimbursements.
Audit IET, GAX and PRC payment voucher documents for completeness, accuracy, and conformance to State, Federal, and agency policies and procedures. Notify the Fiscal Services Manager of any concerns related to payment vouchers.
Complete random sample document and process audits to ensure compliance with state and federal guidance and WDE internal controls. Maintain a constant high level of understanding regarding WDE fiscal policies, procedures and internal controls and make certain rules, regulations, best practices, and guiding principles are adhered to.

Qualifications
PREFERENCES:
Preference may be given to candidates with strong problem-solving and decision-making skills, the ability to adapt, prioritize, and exercise sound judgment. Candidates with knowledge of fiscal and accounting principles, proficiency with office software, and experience reviewing documents for policy compliance and financial trends for work with the Wyoming Department of Education.
KNOWLEDGE:
Fiscal and statistical techniques, including accounting principals
Minimum educational standards

Long-range planning, ability to adapt quickly to change
Organizing and prioritizing workload, exercising mature judgement
Use of word processing, spreadsheet, and database management tools
Mathematical calculations and fiscal control procedures
High-level oral and written communication
Reviewing professional documents for accuracy, policy, and regulatory compliance
Recognizing and interpreting trends and patterns in error reports and fiscal data
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accountant

PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.

Successful applicants must reside in Wyoming or maintain a primary residence within a 100-mile radius of Cheyenne for the duration of their employment with the Wyoming Department of Education.
Applicants may be asked to provide transcripts of any relevant coursework at the time of the interview or hire.
Successful candidates must pass a fingerprinting, background, and reference check.
