Summary The Assistant Chief Supply Chain Officer (CSCO) is a senior supply chain management officer for VA Puget Sound Health Care System (VA HCS) with multiple sites of care and supported catchment areas, responsible for the development and integration of a cohesive supply chain. Supports oversight, guidance, management and integration of supply chain operations across the organization, including planning and coordination with fiscal, acquisition, clinical and administrative operations. Responsibilities Duties include, but are not limited to the following: Plans and manages all levels of supply chain activities involved in sourcing, procurement, and logistics management Coordinates and collaborates with a variety of stakeholders, including clinicians, professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers Oversees, negotiates, and integrates functions with primary responsibility for linking major business functions and business processes within and across organizations into a cohesive and high performing business model Plans forecasts and executes budget for healthcare resources and services, supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable (EX/NX) and capital equipment, inventory management, warehouse operations, transportation, and distribution Plans for and coordinates new logistics program requirements Develops plans and proposals for interagency projects and services Evaluates evolving technology in the field and determines the best use of technology to accomplish logistics program objectives Performs broad and comprehensive formal studies of benefits, impacts, characteristics, and problems associated with logistics policy Analyzes the supply chain, developing actions because of analysis results, metrics, quality assurance/compliance, operating practices, and reporting within the health care system Analyzes and coordinates information and requirements with the facility, VISN and VACO in acquisitions and procurement, supply, equipment, and medical readiness Analyzes supply status and directs the priority of maintenance effort for organizational equipment Plans, develops, and adapts the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory Oversees inventory management and accountability for all material and commodities, including non-capital and capital equipment Provides oversight to commodity and material management operations Determines shortages of authorized NX assets and directs authorized substitutes in accordance with appropriate regulations and directives Coordinates management oversight (with fiscal, acquisition and logistics) of undelivered orders, accounts payable and related functions Provides oversight and guidance to government purchase card (GPC) holders Financial Management: Works closely with the financial organization to ensure goals are realized Prepares requests for filling vacancies to meet workload requirements Determines methodologies and approaches for staff use in successfully completing assigned functions Reviews work completed by subordinates, accepting, amending, or rejecting work as appropriate Evaluates the overall effectiveness of the operation in terms of mission accomplishment; quality and quantity standards met; procedural, policy, and regulatory compliance; and technical competence Directs all supply management, material management, production control activities for the VA HCS with multiple campuses and supported catchment areas Initiates requests for filling vacancies or hiring additional personnel, including supervisors and team leads; selects or participates in the selection of new employees Makes decisions on work problems presented by subordinate supervisors Resolves formal complaints and grievances (including group complaints and grievances) Reviews serious disciplinary actions (suspensions, terminations, etc.) involving nonsupervisory subordinates Work Schedule: Monday - Friday, 7:00am - 3:30pm Virtual: This is not a virtual position.
