TRIO Independent Program Evaluator
JOB SUMMARY
The TRIO Independent Program Evaluator is responsible for providing objective, independent, and comprehensive evaluation services for Southern Regional Technical College's federally funded TRIO programs, including Educational Talent Search and Upward Bound. The Evaluator assesses program effectiveness, compliance, and outcomes in accordance with U.S. Department of Education regulations and approved grant objectives.
MAJOR DUTIES
Conducts independent formative and summative evaluations of TRIO programs to assess progress toward federally approved objectives and performance measures;
Evaluates the implementation and effectiveness of student services, including academic tutoring, mentoring, standardized test preparation, counseling, financial literacy education, college readiness activities, and related support services;
Monitors program compliance with U.S. Department of Education TRIO regulations and federal grant requirements, including participant eligibility, documentation, recruitment practices, and allowable expenditures;
Reviews, verifies, and analyzes program data used for Annual Performance Reports (APR) and other required federal and institutional reports;
Evaluates participant outcomes, including retention, academic persistence, high school graduation, postsecondary enrollment, and postsecondary completion;
Develops, administers, and analyzes evaluation instruments such as surveys, assessments, focus groups, and stakeholder interviews;
Prepares written evaluation reports summarizing findings, identifying strengths and areas for improvement, and providing data-supported recommendations;
Conducts periodic reviews of program operations to support continuous quality improvement and evidence-based decision-making;
Provides consultation and technical assistance related to data collection, outcome documentation, and development of evaluation narratives for grant renewal and funding competitions;
Maintains current knowledge of TRIO program regulations, federal grant compliance standards, and best practices in program evaluation;
Collaborates with TRIO program leadership, institutional administrators, and staff while maintaining objectivity and independence in evaluation conclusions;
· Participates in assessment, planning, budgeting, and staff development; and
· Other duties as assigned.
COMPETENCIES
Knowledge of U.S. Department of Education TRIO program regulations and federal grant compliance requirements
Knowledge of program evaluation principles, methodologies, and best practices
Skill in quantitative and qualitative data analysis and interpretation
Skill in developing and administering evaluation instruments and assessment tools
Ability to communicate effectively with institutional leadership, program staff, and external stakeholders
Ability to organize work, manage multiple priorities, and meet deadlines
Ability to use data management systems, spreadsheet applications, and reporting software
MINIMUM QUALIFICATIONS
· Bachelor's degree in Education, Social Sciences, Research, Public Administration, or a closely related field
PREFERRED QUALIFICATIONS
In addition to the minimum qualifications:
Master's degree in Education, Higher Education Administration, Educational Research, Program Evaluation, or a related field
Experience evaluating and supporting TRIO programs or other federally funded education or student support programs
Experience with mixed-methods evaluation, program data analysis, assessment, grant monitoring, longitudinal data tracking, and evaluation and compliance report preparation
COMPENSATION AND BENEFITS
· Hourly
· Salary commensurate with qualifications and relevant experience
