GENERAL SUMMARY
The Strategic Finance Manager plays a critical leadership role in advancing the Agency's strategic financial priorities, with a primary focus on Inflation Reduction Act (IRA) implementation, new nuclear financing initiatives, and emerging clean energy and business opportunities. This position combines people leadership, complex program management, sophisticated financing execution, and cross-functional stakeholder engagement to support the Agency's long-term clean energy and capital strategy.
Provide leadership in the area of responsibility by creating challenging expectations, improving staff effectiveness, and giving timely and effective feedback. Ensure that the financial interests of Energy Northwest are protected and considered by advising the Chief Executive Officer, Chief Financial Officer and Chief Risk Officer, Board of Directors, Executive Board, Participants Review Board, and management/staff on financial matters affecting Energy Northwest.
PRINCIPAL ACCOUNTABILITIES
Provide leadership and management direction to the Treasury department and staff utilizing the leadership expectations, core values, and strategic objectives while providing training, coaching and development of personnel to assure high performance, opportunity for advancement and maintain good morale in the organization. Create vision, goals and expectations for the department and provide leadership to be successful. Make decisions about personnel regarding employment, performance expectations/reviews, promotions, salary changes, transfers and terminations. Resolve personnel problems. Prepare performance objectives for subordinates and advise subordinates in the more complex phases of their work. Facilitate activities of the department with other organizations of Energy Northwest. Work to eliminate organizational barriers, which limit our successes. Apply and support the application of sound leadership principles and techniques. Personally demonstrate and place an expectation that Energy Northwest core values be continually applied in day-to-day activities. Create an awareness of identifying workplace efficiencies and cost reduction methods to achieve our strategic goals for cost of power and revenues from new business.
Inflation Reduction Act Implementation & Program Management:
Lead Agency-wide implementation and management of Inflation Reduction Act programs ensuring processes, procedures, and policies are implemented to ensure consistency and accurate management of high stakes credit opportunities.
-Oversee compliance strategies for applicable tax credits and federal guidance. Ensure industry engagement to align on compliance strategies.
Coordinate compliance with prevailing wage, apprenticeship, domestic content, and reporting requirements. Coordinate activities across impacted and supporting departments and project teams including Human Resources, Supply Chain, EPU, New Nuclear, etc.
Manage external advisors supporting IRA compliance, documentation, and filings. Coordinate filings to ensure accuracy and timely filings.
Develop tracking, reporting, and governance processes to support audit readiness.
Coordinate and deliver program updates, critical milestones, risk analysis, and status of various actions with internal stakeholders, Executive Leadership Team, Governing Boards, and external stakeholders.
New Nuclear Financing Activities:
Support development and execution of financing strategies for new nuclear projects.
Serve as a primary finance liaison with the U.S. Department of Energy Office of Energy Dominance Financing.
Advance DOE loan and credit support applications through development, submission, and approval phases.
Coordinate and support DOE loan program due diligence across financial, technical, legal, and environmental reviews.
Manage Agency responses to DOE data requests, model reviews, and term sheet negotiations.
Support loan execution, including conditions precedent, internal approvals, and closing documentation.
Assist with post-closing loan management, including compliance monitoring and reporting.
Lead stakeholder alignment with investors, lenders, utilities, developers, and government partners.
Support implementation of approved Plans of Finance and financing milestones.
Support additional investor outreach initiatives, alignment with key external stakeholders. Lead executive level communication with internal and external Executive Leadership teams as well as Agency Governing Boards and Public Power Members.
Lead Member engagement and outreach efforts including education, alignment, and approval support.
Work closely with project advisors including transactional advisors to develop and implement viable financing structures and Plan of Finance.
New Business & Clean Energy Financing Support
Oversee the evaluation of financing activities related to new or expanded assets ensuring business case assumptions include appropriate financing costs and risks for decision making. Implement financing activities associated with new or expanded assets as required.
Must participate on the Emergency Response Team (ERO) when designated.
Must support the biennial refueling outage.
REQUIRED EDUCATION AND EXPERIENCE
Requires a bachelor's degree in Accounting, Finance, Economics, or Business Administration from an accredited college or university and ten or more years of experience in a financial related field (Cash / Debt Management, Project Finance, Budgeting, Planning, Financial Analysis / organization) and at least three years management/supervisory experience. Must demonstrate record of continual learning and training. High School Diploma or GED required. ?
Pay Range
$162,274.00 - $243,412.00 Annual
Midpoint:
$202,843.00
Typically, selected candidates are hired between the minimum and midpoint of the range, based on applicable experience and qualifications, market rate, internal equity, and budgetary allowances.
Offers will be negotiated based on each candidate's qualifications.
Incentive Compensation
This role may be eligible to participate in our annual incentive plan. Incentives are earned based on employee performance against defined metrics and company goals.
