Summary You will serve as a ADMINISTRATIVE OFFICER in the NUCLEAR ENGINEERING & PLANNING MGR (CODE 2301) of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will be responsible for developing, analyzing, advising on, and improving the effectiveness of a wide range of administrative and support functions essential to the orderly and efficient accomplishment of the work for the organization. You will analyze proposed and existing regulations and directives for conformance to guidelines for clarity, to avoid conflict, and to recommend appropriate corrective actions. You will utilize through knowledge of regulations, policies and procedures relating to all assigned functional areas, and interpret regulations in routine and complex situations to justify recommendations or decisions. You will use tact and diplomacy dealing with all personnel in situations of equipment maintenance or high priority emergent requirements, decide the course of action for tasks or projects and reprioritize work as new needs are identified. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing administrative functions in order to identify problems associated with resource management, administrative support, and overall financial efficiency. Experience developing constructive recommendations based on the identified problems and persuading management officials to adopt substantial changes to address the issues. Experience providing guidance and recommendations to management on hiring, classification, benefits, labor relations, negotiation, and federal, state, and local employment regulations. Experience independently analyzing and resolving difficult situations relating to resource management and work methods. Experience managing organizational financial resources in compliance with laws, regulations, and policies to meet organizational goals and objectives. Experience conducting manpower analysis and manpower budgeting process.
