Summary Statement
Step into a key leadership role at the heart of the City's financial operations. The Accounting Supervisor partners closely with the Accounting Manager to help guide and strengthen the City's accounting division, providing both strategic direction and hands-on expertise.
In this role, you'll oversee complex accounting functions such as month-end and year-end close, preparation of the Annual Comprehensive Financial Report (ACFR), and coordination of external audits. You'll collaborate with senior leaders and department managers across the organization, serving as a trusted financial partner who supports sound decision-making, risk management, and regulatory compliance. You'll also have the opportunity to lead meaningful improvements - strengthening internal controls, enhancing ERP system functionality, and refining policies and procedures that promote transparency, accountability, and operational efficiency.

Essential Functions
Directly supervises assigned accounting staff by providing mentorship, coaching, and career development opportunities. Manages all aspects of personnel oversight including hiring, training, evaluations, promotions, assignments, and disciplinary actions. Establishes performance standards and fosters a culture of accountability, accuracy, and continuous improvement.
Oversees complex financial analysis, forecasting, and reporting to support City leadership in strategic planning and decision-making. Reviews and approves journal entries, reconciliations, accruals, and interfund transfers. Provides technical expertise to ensure compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and City financial policies.
Directs the preparation of the Annual Comprehensive Financial Report (ACFR) in compliance with GASB standards. Serves as a primary liaison with external auditors, ensuring timely responses, supporting documentation, and corrective action where necessary. Monitors adherence to federal, state, and local regulatory requirements and updates policies accordingly.
Serves as a functional administrator for the City's ERP financial system, partnering with IT to manage upgrades, enhancements, and integrations. Tests and troubleshoots system functions to ensure data integrity, streamline workflows, and support automation initiatives. Provides subject matter expertise on technology solutions that improve financial reporting and efficiency.
Assists in long-range financial planning and budget development by providing analysis of revenues, expenditures, and trends. Identifies financial risks and implements internal controls and monitoring systems to safeguard City assets and maintain fiscal integrity.
Acts as a trusted advisor to City executives and department managers, providing financial insight and guidance on complex initiatives, and organizational priorities. Supports strategic planning efforts by aligning accounting practices with long-term financial sustainability and resource stewardship.

Requirements
Required Knowledge, Experience, And Training
Must have a bachelor's degree in accounting, Finance, Economics, or closely related field.
7 years of progressively responsible experience working in an accounting or finance field, including five years in governmental accounting.
Advanced knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements; effective supervisory principles and practices. Working knowledge of integrated computerized accounting systems and software. Knowledge or experience working in ERP Systems.
Experience collaborating with various stakeholders as a business partner to accomplish organizational goals and objectives.
Knowledge of the inter-relationship between budget and accounting or other financially related groups.
Ability to:; apply formal and analytical techniques to the examination and development of manual and automated accounting information systems; apply GAAP in resolving problems; accurately perform complex mathematical calculations; prepare and accurately analyze both basic and complex audit work papers; prepare detailed fiscal reports; research and analyze financial data; reconcile complex, high volume accounts; operate a computer with demonstrated proficiency using enterprise resource planning systems, and contemporary and related database, word processing, and spreadsheet software applications at an appropriate level for efficient job performance; maintain detail and accuracy; receive, comprehend and follow oral instructions; work within time constraints and deadlines; exercise good judgment; establish priorities and organize individual workload; work independently or with minimal supervision; work collaboratively with a positive interpersonal style; develop strong working relationships; display an attitude of cooperation and work harmoniously with all levels of City of Boise employees and the public; communicate effectively in the English language at a level necessary for efficient job performance; maintain confidentiality with sensitive documents or information; complete assignments in a timely fashion; understand and comply with all rules, policies and regulations; maintain prompt and regular attendance; and perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.
Preferred Knowledge, Experience, And Training
7 years direct experience with progressively responsible accounting or finance experience preparing ACFR and cost allocation plans. Experience working with cost principles for State, Local and Indian Tribal Governments, performing audits of government accounts, with more than five years in a governmental organization, and extensive coursework in governmental accounting practices and regulations.
