What is the State Land Board?
The State Land Board is a constitutionally created agency that manages a $6 billion endowment of assets for the intergenerational benefit of Colorado's K-12 schoolchildren (the School Trust). The agency is the second-largest landowner in Colorado and generates revenue on behalf of beneficiaries by leasing nearly three million surface acres and four million mineral acres for agriculture, carbon, recreation, commercial real estate, rights-of-way, renewable energy, and oil and gas. The agency's constitutionally mandated mission is to earn "reasonable and consistent income over time" by managing the assets in a manner that preserves the long-term productivity and value of the assets.
The Real Estate Section is responsible for all activity associated with the agency's real estate portfolio. This includes commercial property leasing and management, acquisition and disposal of real property, ground leases, land entitlement, and the implementation of operational and environmental stewardship practices based on industry best practices. The real estate section completes the required work with both internal staff resources and third-party contractors.

The position is responsible for supporting the agency's efforts to rebalance its real estate portfolio through strategic real property acquisition and disposition, and as such, has an understanding of the division's entire portfolio. The position also shares duties with other team members to dispose of state trust lands as directed. This includes making recommendations regarding the real estate portfolio for the direction of the Board's Strategic Plan and policies, identifying potential transactions, performing research, analysis and property due diligence in preparation for and in conjunction with real estate transactions, including selecting appraisers and reviewing appraisals, negotiating contract terms, preparing contracts, managing transaction teams (both internal and external) and presenting recommendations to senior management and the Board.
The position is also responsible for identifying opportunities to entitle or develop state trust land, calculating the benefits of a proposed course of action, determining the strategy that will be used to accomplish the desired outcomes and managing the entitlement and/or development team responsible for implementation.
Finally, the position is responsible for seeking out and negotiating opportunities for the State Land Board to perfect legal access to all state trust land.

Experience Only:
Eight (8) years of relevant real estate experience in an office environment including exposure to sourcing, negotiating, underwriting, contracting, conducting due diligence, and closing real property acquisitions and dispositions, project management/supervision, land entitlement, market research, data analysis, report writing, public presentation, and electronic file management.
OR -
Education and Experience:
A combination of related education and/or relevant real estate experience related to the work assigned equal to eight (8) years, including project management, supervision, research, data analysis, report writing, public presentation, and electronic file management.
Acceptable degrees include Bachelor's (substitutes for 4 years of experience) and/or Master's (substitutes for 2 years of experience) degrees in real estate, business administration, finance or closely related field.

Preferred Qualifications:
Current or former State experience relevant to this position
Direct experience at real estate investment and/or development companies/industry experience including the entitlement, acquisition and disposal of real estate assets
Experience in an office environment coordinating the work, processes and records in the field of real estate and land management
Experience defining research and conducting market research projects to answer questions regarding land use, the disposition or acquisition of real estate, and market trends for real property
Experience preparing written reports that interpret complex data analysis for a non-technical audience and presenting that information in a concise form orally
Experience using GIS
Experience underwriting real estate pro formas in Excel
Formal ARGUS DCF and/or ARGUS ENTERPRISE qualification
Proficiency in workplace applications of Google Suite, Microsoft Office Suite and Adobe
Conditions of Employment:
Colorado residency is required at the time of application
A current and valid Driver's license is required for operating a state vehicle. Position requires regular travel throughout the state in order to visit properties being considered for disposition, acquisition and/or development
Must be willing and able to occasionally exert up to 20 lbs. of force to move objects
Travel to attend meetings in other state offices and attend group meetings held around the state
