Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Responsibilities Serve as a contracting authority and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters. Review and evaluate requisitions for which previous experience and cost data are not usually directly available or applicable such as complex services or projects requiring rapid acquisition. Resolve problems which limit competition and modifies clauses which discourage potential offerors. Research, interpret, analyze, and apply all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents. Conduct price or cost analysis of the proposals as needed. Prepare pre-negotiation positions and memoranda based on audit and/or technical recommendations. Analyze a variety of unusual conditions, questions, or issues including complex contract administration problems, e.g., disputes, labor violations, and claims, and identifies alternative courses of action which may depart from previous approaches. Basic Requirement: Degree: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. or Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.
