Job Focus Area
At the Louisiana Department of Education, we're looking for an Accountant Manager 1 in Fiscal Operations - Appropriation Control to supervise the Subgrantee Payments Unit. The Accountant Manager 1 is primarily responsible for financial control, complex reports, and the approval of payable documents ensuring compliance with OSRAP and other control agency policies, and the state public finance law.

The preferred candidate will demonstrate proven leadership abilities, a proactive and solutions-oriented approach to problem solving, advanced Excel skills, and prior experience with LaGov.
Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
As an Accountant Manager 1, you'll help create a spirit of team work while ensuring compliance with state and federal regulations. In this role, you will:
Ensure the prudent use of grant funding utilized by the Subgrantee Unit.
Review and approve expenditure financial transaction documents and coordinate claim reimbursement activities.
Reconcile the general ledger for accurate expenditure and revenue postings.
Prepare financial statements and fiscal reports, which include the compilation and analysis of data for monthly, quarterly, and annual reports.
Respond to inquiries from local educational agencies, non-public recipients, other state agencies and the general public regarding grant awards, grant guidelines and federal regulations.
Position-Specific Details:
Appointment Type: Probational, Promotional, or Job Appointment. The person hired for this position is expected to regularly report to the Baton Rouge office. Current permanent classified state employees may be required to accept a probationary appointment, if selected.
Career Progression: This position does not participate in a Career Progression Group.
Work Schedule: Work days are Monday - Friday; work hours will be determined.
Compensation: The salary offered will be determined based on qualifications and experience.
