STATE PROFILE SUMMARY: Under supervision, provides senior-level professional support in environmental services.
JOB RESPONSIBILITIES:
· Under supervision as a senior professional, maintain the processes employed by the Department to analyze Air and Noise impacts in compliance with the National Environmental Policy Act (NEPA), the Georgia Environmental Policy Act (GEPA), the Clean Air Act (CAA), and 23 CFR 772: Procedures for Abatement of Highway Traffic Noise.
· As lead worker, prepare and process correspondence, participate in meetings and public hearings, coordinate with offices within the Department and with other governmental agencies, prepare and/or review Air and Noise Assessments and handle related tasks as required.
· Assist with the preparation of scopes of services for environmental contracts with consultants.
· This position reports to an Air/Noise Team Leader.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications
STATE ENTRY QUALFICIATIONS:
· High school diploma/GED and five (5) years of job-related experience, or two (2) years of experience at the lower level Env Transportation Spec 3 (RCP142) or position equivalent.
AGENCY SPECIFIC QUALIFCATIONS:
· Bachelor's degree from an accredited college or university in Bachelor's degree in Urban, Regional, or Transportation Planning, Civil Engineering, Business, Environmental Science (Ecology, Biology, Archaeology, Historic Preservation, etc.), or a four-year degree in any field related to transportation and highway engineering/planning AND Two years of related experience
AGENCY REQUIRED COMPETENCIES: (KSAs)
· Demonstrated experience in interpreting and applying the state & federal environmental regulations under the purview of the candidate's section . These would include (but are not be limited to):
o The National Environmental Policy Act of 1969 as amended;
o The U.S Department of Transportation Federal Highway Administration's Traffic Noise Model (FHWA TNM) Users' Guide (Version 2.5 Addendum) Final Report 2004;
o Title 23 of the Code of Federal Regulations, Part 772 and the Federal Highway Administration's 23 CFR 772 Final Rule,
o The Clean Air Act and Amendments;
o And the Georgia Department of Transportation's Highway Noise Abatement Policy for Federal-Aid Projects.
· Demonstrated knowledge and experience with the following: Traffic Noise Model v2.5, MOVES, ArcGIS, CAL3QHC, and MicroStation or other CAD programs.
· Demonstrated experience in preparing related environmental information/materials, including technical reports, that communicate facts , ideas, and messages in a succinct and organized manner and is appropriate for the intended audience.
· Demonstrated experience in reading and interpreting plans, maps and/or serial photographs quickly and accurately.
· Experience utilizing computers and basic software packages.
· Possesses strong analytical/problem solving skills, is able to generate and evaluate alternatives and recommend a sound solution.
· Demonstrated experience performing basic mathematical calculations.
· Demonstrated experience managing own time appropriately, dealing effectively with multiple priorities; displaying a high level of organizational commitment.
· Demonstrated experience providing quality customer service.
· Possesses sound reasoning skills, is able to make correct inferences from available information and select the appropriate rule, policy, or procedure to follow.
· Demonstrated ability to accurately recall instructional information; to accurately apply new knowledge and skills learned in work performed.
· Displays a high level of commitment toward work and a high standard of ethical conduct.
· Ability to travel statewide with occasional overnight stay.
· Ability to work after normal business hours, as needed.
AGENCY PREFERRED QUALIFICATIONS:
· Experience as a lead worker in a related area.
AGENCY PREFERRED COMPETENCIES: (KSAs)
· Demonstrated experience in monitoring and evaluating the work of others.
· Demonstrated familiarity with environmental studies and NEPA/GEPA.
· Possesses detailed knowledge of the organizational structure of GDOT and its policies and rules.
· Strong understanding of GDOT's project schedules & Plan Development Process.
· Basic understanding of transportation planning and/or engineering principles.
· Demonstrated experience in negotiating & preparing programmatic agreements for environmental streamlining.
· Demonstrated ability to adapt quickly to change including new policies and procedures.
· Demonstrated ability to communicate and work effectively with internal and external staff in a professional, cooperative manner, to find mutually acceptable solutions.
· Strong analytical/problem solving skills. Is able to generate and evaluate alternatives and to recommend a sound solution that relies on new methods and procedures if necessary.

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
