Job Description:
GDIT has an opportunity for an Organ Procurement Transplantation Network ( OPTN) Subject Matter Expert (SME) to join our team. The OPTN Subject Matter Expert (SME) provides high-level policy, operational, and technical guidance to the Health Resources and Services Administration (HRSA) to ensure robust oversight of the Organ Procurement and Transplantation Network (OPTN). The SME acts as a primary advisor on organ allocation frameworks and regulatory integrity, bridging the gap between federal mandates and clinical operations. This role is critical in advancing patient safety through rigorous event analysis, stakeholder education, and the development of transparent, accountable compliance workflows.
WHAT YOU WILL DO (Key Responsibilities)
Policy Interpretation & Regulatory Oversight
Provide expert interpretation of OPTN policies and bylaws to ensure operational consistency across the network.
Support HRSA in the oversight of policy development, evaluating proposed changes for regulatory compliance and operational impact.
Conduct comprehensive discovery and analysis of membership criteria, compliance monitoring processes and governance to improve transparency and accountability.
Patient Safety & Risk Mitigation
Lead the analysis of safety events, including report triage and the facilitation of Root Cause Analyses (RCAs).
Develop actionable recommendations and "best practice" guidance to mitigate identified risks within the transplant ecosystem.
Implement innovative processes to enhance patient-centered care and ensure robust safety monitoring and transparency to maintain public trust in the OPTN system.
Stakeholder Engagement & Advisory Services
Serve as the lead SME for stakeholder inquiries, ensuring accurate and consistent guidance is provided to OPOs and transplant programs.
Facilitate workshops and engagement sessions with OPTN volunteers and HRSA representatives to identify workflow improvements.
Identify recurring stakeholder challenges and recommend proactive policy or process adjustments to leadership.
Compliance, Data & Quality Improvement (QI)
Monitor member compliance with OPTN and federal requirements, supporting audits and corrective action planning.
Leverage data-driven approaches to design workflows that address membership eligibility and compliance concerns.
Analyze performance metrics and quality indicators to support HRSA's strategic initiatives regarding equity and network performance.
WHAT YOU WILL NEED (Qualifications)
Education & Experience
Education: Bachelor's degree in healthcare administration, Public Health, or Policy with over 20+ years of experience (Master's degree preferred with 15+ years of experience).
Domain Authority: Deep expertise in OPTN policies, bylaws, and organ allocation frameworks.
Federal Oversight: Extensive experience supporting federal regulatory programs (direct experience with HRSA highly preferred).
Operational Background: Direct clinical or administrative experience within a Transplant Center or Organ Procurement Organization (OPO) or an Organ Center.
Must be able to obtain a Public Trust clearance and meet agency residency requirements
Must be able to commute to customer site in Rockville, MD when needed
Technical Competencies
Quality & Safety: Advanced knowledge of Root Cause Analysis (RCA), CAPA processes, and patient safety reporting.
Data Synthesis: Ability to translate complex policy and performance data into executive-level briefings and strategic recommendations.
Advisory Skills: Experience in help desk or consultative environments, providing clear guidance to diverse stakeholders in a regulated industry.

The likely salary range for this position is $142,792 - $189,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
