Minimum Qualifications
Eight years of experience in administrative services; OR
Six years of full-time work experience in any field plus five years of experience in administrative services; OR
A bachelor's degree plus five years of experience in administrative services; OR
An advanced degree plus four years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
The incumbent of this position is responsible for directing all procurement activities, including purchasing, professional contracting, procurement card, travel, telecommunications, and accounts payable for the Department of Agriculture & Forestry.
The Procurement Director is responsible for administering and directing the Central Procurement Office of the Department of Agriculture & Forestry.
Serves as Director of Procurement and consults with the Commissioner, Deputy Commissioner, (6) Assistant Commissioners, Directors and Assistant Directors.
Communicates at the highest management level within the agency when interrelated policy planning procedures are established.
Responsible for routine reporting to the different offices within the department on overall status of purchasing activities as well as exceptional circumstances when required.
Meets with Assistant Commissioner of Management & Finance and Deputy Undersecretary to review current and long-range agency goals and matters relating to the procurement processes and assist to resolve any problems. Upon request, provides reports of items purchased, quantity and cost.
Conducts staff meeting with subordinates to discuss operational problems, organization/budgetary matters and personnel matters.
Serves as liaison and coordinator for the Department of Agriculture and Forestry with the Office of State Procurement, the Division of Administration, Office of Technology Services, Vendors and others on matters related to purchasing, contracts, travel, telecommunications, and accounts payable.
Supervises one Administrative Program Director 2, and indirectly supervises one Administrative Program Manager 3, one Administrative Program Specialist C, one Administrative Program Specialist B, and one Administrative Program Specialist A.
Incumbent is responsible for all phases of the purchasing process for all offices serviced by purchasing.
Responsibilities include the determination of priorities, preparation of specifications, issuance of solicitations and request for proposals, awarding of bids, procurement, value analysis and vendor relations.
Provides oversight to subordinate personnel responsible for administering and directing statewide activities related to the execution, processing, approval and payment of LDAF and LAFA contracts and/or grants.
Responsible for oversight of the LDAF Travel/P card/CBA card program, ensuring all LDAF travel transactions strictly adhere to statewide travel regulations (PPM 49) as well as department-specific policies.
Creates and conducts, along with subordinates, seminars to train LDAF and LAFA personnel on requirements specific to statewide travel regulations as well as Department specific policies. Creates and conducts, along with subordinates, seminars to train LDAF and LAFA personnel on requirements specific to statewide accounts payable policies as well as LDAF specific policies.
Telecommunications: Serves as LDAF Telecommunications Coordinator.
Serves as an Office of Management and Finance Procurement representative at the LDAF Emergency Operations Center responsible for purchasing tasks related to the declaration of an emergency.
Other duties may be assigned based on the needs of the department.
