The Program Integrity, Fiscal Policy and Community Capacity Manager will provide direction and management support for fiscal policy, waiver financial management system operations, the Disability Waiver Rates System, community supports for capacity building and consumer safeguards, program integrity efforts, and cost reporting for the Disability Services Division. Responsibilities include:
Manages and supervises staff
Develops and directs special projects and initiatives
Provides management level leadership and consultation
Lead role in planning and implementing division and administration priorities including:
Developing capacity for person centered practices and use of positive supports
Expanding provider capacity to appropriately support people with significant and complex disabilities
Monitoring the use of restrictive procedures
Full implementation of the Disability Waiver Rate system
Management of corporate foster care capacity
Management and monitoring of disability waiver resources for equitable access to service and maximization of available dollars
In this position, the incumbent is knowledgeable about division-wide priorities and strategic direction and manages activities that require collaboration across sections within the division, administration and department, across state agencies and including provider organizations, counties and tribes.

Demonstrated leadership experience
Leadership experience can include:
Experience as a supervisor, leadworker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
5 years of specialized professional work experience in disability or human services policy. Experience must demonstrate the following:
Minnesota's Health Care Programs (MHCP) and disability specific programs and initiatives (e.g., policies, operations, services, financing, and federal/state requirements, including Medical Assistance; DHS policies, procedures, processes, laws and rules; rate setting and allocation methodologies; MMIS claims processing systems and its subsystems used in association with MHCP
Community living, social, medical and behavioral needs and supports required by persons with disabilities (including physical disabilities, developmental disabilities, brain injury, complex health conditions, and mental health conditions); issues, trends, partners, providers, advocacy organizations, and related programs and services
Budget development, management of allocations/ procurements/expenditures, accounting principles and practices, analysis and reporting of financial data, and legislative processes and appropriations
Preferred Qualifications
Direct the design and implementation of major initiatives; provide management and leadership sufficient to establish project goals and expectations, anticipate problems, plan contingencies, evaluate results, provide focused feedback, direct work and plans, and advise others
Manage complex and varied functions; analyze programs, procedures, problems; direct wide-scale improvements through analysis of business requirements and processes; plan and direct complex, data driven and technical business processes
Master's degree in related field
Demonstrate leadership skills sufficient to build commitment, delegate effectively, coach and develop staff, ensure team cohesiveness, and resolve conflicts
Work collaboratively across functions, disciplines, and agencies to achieve goals; respond flexibly to requests and concerns of multiple partners; communicate clearly and professionally with a variety of individuals and groups, in person and in writing (e.g., technical, statistical, narrative, non-narrative documents)
Functional skills in Microsoft Office Suite including Word, Excel, PowerPoint, Teams and SharePoint
Variety of experiences working effectively with others from different backgrounds and/or cultures
