Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. The incumbent provides guidance, instruction, maintenance, and trouble shooting in the daily operation of Picture Archive and Communication System (PACS) and Voice Recognition (VR) within the Radiology/NM and other clinical areas as needed. The incumbent serves as a specialist providing support in the operation and management of digital image acquisition, processing, display, and storage and in database management. The incumbent works under the direction of the Radiology/NM Service Chief, OI&T, and Clinical Engineering. Also works with other services and users of digital radiographic images and other digital imaging throughout the Medical Center, other VISN sites and VISN Management. Independently performs daily operations of the PACS system. Monitors all facility PACS and related systems including application systems, networking interface software and system administrative software. Evaluates system performance by utilizing various tools, capacity planning, and imaging management/maintenance to adjust system and operation parameters as necessary. Oversees all aspects of implementation of software and upgrades to the PACS systems and proactively identifies any potential issues. Reviews the Radiology administrative policies and procedures to assure consistency. Analyzes policies for changes brought about by administrative, regulatory, and technological changes. Ensures that the Service is complying to all appropriate regulatory agencies (JC, NRC, FDA, ACR). Seeks input on technological changes from associated personnel within the Radiology Service, as well as from personnel with VISN 19, other VISNs and Central Office. Prepares drafts of changes. Develops and interprets administrative policies in unstable situations of growth and integration of the organization. Provides policy guidance and direction, formulates plans and provides advice on resolving problems. May be a representative and resource person in all committees that request the input of the Radiology/NM Service or VISN Service Line. Provides necessary coordination and delivery of services, ensuring that all needs are met, and the integrated Radiology/NM Service makes an optimal contribution to VISN function. Works with Central Office, VISN 19 Network, affiliated medical schools and hospitals, other VAs, private hospitals, and local and international venders to assist in their efforts. Investigates and resolves complaints by determining the reason, validity and service response needed. Recommends corrective actions. Records and analyzes the Radiology Service workload and reviews changing requirements for space, equipment, personnel, supporting material requirements and proposed new programs. Based on the review and analysis, recommends changes in personnel, space utilization, equipment and its location and related material and workflow. Prepares justifications and requisitions for new and replacement equipment. The Radiology Supervisor manages all requisitions for all new equipment across the Service as well as maintaining the assigned COR for the service. Coordinates all equipment activity with A&MMS as well as works with the National Acquisitions Center (NAC) for suitability and best pricing. Arranges for needed equipment repairs, establishes agreements for equipment demonstrations and prepares lease contracts for rental equipment. Studies, analyzes, and submits recommendations for efficiency and cost control of equipment program operations. Discharges equipment leases and/or demos when necessary. Research state of the art equipment that can be acquired through purchase and/or lease agreement, coordinates the pickup of equipment by warehouse and/or vendors. Submits proposals to vendors for equipment acquisition. Submits contracts for buying, leasing and/or renewing lease agreements to A&MMS. Plans, schedules, and conducts projects on an ongoing basis to study such contracts and proposals for determinations of efficiency of program operations. All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist. Education. Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Diagnostic Radiologic Technologist, GS-11 Experience. At least one year of experience equivalent to the next lower grade level directly related to the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, [PACS technologist, clinical program director], or an assistant chief radiologic technologist. Ability to analyze organizational, technical, and administrative problems and to develop and implement solutions that result in efficient section operation. ii. Ability to analyze and use data effectively to manage section workload, quality, performance, and productivity. iii. Skill in problem solving and conflict resolution. iv. Ability to supervise technologists performing a wide variety of difficult radiographic exams (CT, MRI, Special Procedures, Mammography, Ultrasound). v.
