Summary The incumbent is responsible for preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate against, prepare for, respond to, and recover from emergencies and disasters. The incumbent serves and assists the various program coordinators relating to Emergency Management (EM), Safety, Pharmacy Cache, Clinical Support, and Law Enforcement. Responsibilities Emergency Planning and Preparedness Develops and updates comprehensive emergency operations plans (EOPs), continuity of operations plans (COOP), and hazard-specific annexes. Conducts risk assessments and vulnerability analyses to identify potential threats and hazards. Coordinates training and exercises to ensure readiness across departments and stakeholders. Incident Response and Coordination Serves as a key member of the Emergency Operations Center (EOC) during activations. Coordinates with local, state, federal, and tribal agencies during incidents. Provides technical guidance and support during emergencies, including natural disasters, public health crises, and man-made events. Recovery and Mitigation Leads or supports post-incident recovery efforts, including damage assessments and after-action reviews. Develops and implements mitigation strategies to reduce future risks. Assists in securing and managing federal disaster assistance and grants. Policy and Program Development Interprets and applies federal regulations, policies, and directives (e.g., FEMA, DHS, HSPD-5, NIMS, ICS). Develops internal policies and procedures to enhance emergency management capabilities. Advises leadership on compliance and program effectiveness. Communication and Outreach Prepares and delivers briefings, reports, and presentations to senior leadership and stakeholders. Engages in public education and outreach efforts to promote preparedness. Maintains relationships with community partners and emergency response organizations. Administrative Manages budgets, contracts, and resources related to emergency management programs. Tracks performance metrics and prepares reports for audits or evaluations. Facilitator for the Emergency Management Committee Physical aspects associated with work required of this assignment are typical for the occupation and would generally not require a pre-placement examination. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
