Department Summary:
MITRE's Global Security Services (GSS) division is committed to ensuring a secure and safe environment for MITRE's 7,000+ employees across 56 domestic and international locations, including 22 cleared facilities. Our mission is to protect our people, information, infrastructure, and the integrity of national security information. Through collaboration with our customers, we manage security risks, reduce vulnerabilities, and support MITRE's overarching mission. Within GSS, the Industrial Security Programs department is responsible for ensuring more than 100 accredited facilities/areas are inspection-ready, maintaining compliance with NISP standards, ICDs, and Cognizant Security Authorities' implementing guidance including tracking relevant security agreements, system and facility accreditations, and Physical Security UL certificates to prevent lapses that could significantly impact business operations.
Position Overview:
MITRE is seeking a visionary Department Manager of Industrial Security Programs (ISP) to lead a staff of more than 50 security professionals and oversee the development, implementation, and management of comprehensive industrial security strategies and programs. The Department Manager will ensure industrial security strategies and programs are coordinated with and integrated into MITRE's overall security program, encompassing Physical Security, Personnel Security, and Information Systems Security.

Drive mission excellence across industrial security services and programs to enable MITRE's business sectors to deliver solutions for the nation's most pressing challenges.
Reinforce organizational rigor and discipline through consistent operating procedures, quality-checked through organized self-assessments, continuously improved through after-action reviews and supported by appropriate levels of automation.
Elevate security as a respected pillar of MITRE's culture, recognized for safeguarding and accelerating the mission.
Enhance the classified user experience while maintaining compliant operations and facilities.
Attract, develop, and retain skilled professionals, both in leadership and technical roles, to effectively shape and execute MITRE's security mission.
Strategically manage a department budget, optimizing resource allocation and ensuring disciplined fiscal stewardship.
Security Compliance:
Oversee industrial security roles, including FSOs and CSSOs, in the management and security of facilities accredited for the safeguarding and processing of classified information.
Ensure all accredited facilities are operated and maintained in accordance with government regulations, including NISPOM, ICDs, and other applicable directives.
Ensure a continuous cycle of security mission assurance for accredited facilities including validation of preparation for recurring government and corporate audits of security activities. Ensure accredited facilities pass government security inspections and accreditation reviews.
Develop, implement, and maintain security policies, procedures, and standards for industrial security processes.
Manage regular security assessments and audits to identify vulnerabilities and ensure compliance with security requirements.
Validate the implementation of Traditional STIGs (Security Technical Implementation Guides) and other security controls to mitigate risks in support of system accreditation.
Manage and lead a team of diverse security professionals, providing guidance, training, and mentorship.
Develop and execute strategic plans for security and compliance, aligning with organizational objectives and regulatory requirements.
Manage and track security-related projects and initiatives, including POA&Ms, ensuring they are completed on time and within budget.
Lead collaboration with Corporate Real Estate and other stakeholders to ensure security is integrated into all aspects of facility management and construction. Through the Special Programs Facilities PMO, ensure SPF capitalization plans are maintained in compliance with all applicable government policies and standards including ODNI policy memorandums.
Ensure security incidents are responded to, investigated, and resolved, implementing corrective actions as necessary.
Stay current on emerging security threats and technologies and recommend appropriate security measures.
Basic Qualifications:
Minimum of 12 years of related experience with a bachelor's degree; or 10 years and a master's degree; or a Ph.D. with 7 years' experience; or equivalent combination of related education and work experience.
Minimum of 4 years prior experience managing teams.
In-depth understanding of security regulations and standards, including NISPOM, ICDs, and STIGs.
Experience with managing industrial security operations across multiple cleared facilities, including SCIFs, with a focus on maintaining accreditation and compliance.
Experience with DCSA security reviews, inspections, and related regulatory audits, demonstrating a thorough understanding of compliance requirements and best practices.
Active Top Secret clearance and ability to obtain and maintain an SCI.
Per the U.S. Government's eligibility requirements, you must be a U.S Citizen to be considered for a security clearance.
This position has an on-site requirement of 4 days a week on-site.
Preferred Qualifications:
Proven track record of successfully managing security and compliance programs across various sponsors and accrediting authorities.
Experience working across MITRE Sectors with proven results on supporting these operations and/or project execution.
Experience with designing, implementing and managing security tools and technologies.
Experience with developing operating models for security roles to standardize and defend staffing levels.
