In the absence of the Chief of Staff, the individual reports to the Medical Center Director and is responsible for all duties normally conducted by the Chief of Staff. The Deputy Chief of Staff, Jefferson Barracks Division, develops and maintains good working relationships with the affiliate Medical Schools and promotes the professional development of all health care professionals in relevant activities. Monitors and ensures medical staff compliance with agency regulations, medical staff bylaws, facility policies, The Joint Commission standards, and other appropriate regulations. Applicants must possess a broad knowledge and understanding of healthcare policies, missions, and operating programs, and extensive specialized knowledge of healthcare management. Responsibilities of the incumbent include the following weighted 25% clinical and 75% administrative duties: MEDICAL STAFF FUNCTIONS: Demonstrating effective oversight and management of the following: Maintains Practicing Physician status. Assists in coordinating clinical and support program development. Facilitates efforts to strengthen clinical programs and operational issues. ADMINISTRATIVE FUNCTIONS: Supports the Chief of Staff in managing complex health care delivery operations on a day-to basis. Demonstrates ability to represent the Chief of Staff in all aspects of administrative leadership, including, but not limited to: Serve as a member of key health care system managerial bodies, working with other health care professional to establish policies, consulting in developing and maintaining an adequate medical record system, and participating in in-service training programs. The incumbent will be a member of the peer review committee and the PSB, will chair compensation panels, and serve as COS Office liaison to the quality management program through active participation as a member of performance measure meetings. PROGRAM DEVELOPMENT: The incumbent demonstrates the ability to evaluate and recommend evidence- based best practices and programs of provision of clinical educations. Ensures that appropriate systems to review, analyze, and evaluate care activities are established and maintained; and that corrective actions are initiated and carried as needed. LEADERSHIP DUTIES: The incumbent demonstrates the ability to represent VASTLHCS in VISN wide clinical service coordination. Demonstrates ability to represent VASTLHCS in national VA forums regarding clinical service provision, research, and education. Establishes relationships with professional and/or other health related groups within the community. EDUCATIONAL RESPONSIBILITIES: Demonstrates the ability to select staff to participate in medical student and/or resident education. PERSONAL SKILLS: Demonstrates the ability to work independently. Demonstrates the ability to work closely in a coordinated manner with the Medical Executive Board (MEB). Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Extensive experience (Usually 5-10 years) in a senior management position, preferably in a large healthcare system or government agency. Experience within the Department of Veterans Affairs or a similar large-scale, complex organization is preferred.
