The University of Maryland, Baltimore School of Medicine is seeking aFinance Directorto work in the Department of Neurology. The Department of Neurology provides evaluation, treatment, and care for patients suffering from a wide range of neurological disorders including stroke, epilepsy, multiple sclerosis, Parkinson's disease, amyotrophic lateral sclerosis (ALS), and migraine. We provide care through our inpatient and consultative services, our designated Comprehensive Stroke Center, our Level 4 Epilepsy Center, our 22-bed Neuro-Critical Care Unit, and our busy outpatient practice. The Department also provides state-of-the-art rehabilitation services. A number of departmental faculty received grant funding from the National Institutes of Health and the Veteran's Administration to study the role of genetics in stroke, epilepsy, and Parkinson's disease, new brain imaging modalities in multiple sclerosis, biomarkers in multiple sclerosis, and neurodevelopmental disorders such as autism and intellectual disability. Many faculty are lead investigators in clinical trials to identify new therapeutic approaches for a broad range of neurological disorders. PRIMARY DUTIES Provide strategic direction and leadership for the control of a department financial operations through the development, enhancement, and guidance of its various functions and staff members. Responsible for budget, accounting, financial analysis, and financial transaction management. Review, analyze and interpret all financial and budgetary reports to ensure timely and effective decision making by senior management. Collaborate with senior department management and other directors within the business unit and throughout the campus in order to ensure the delivery of high quality service. Maintain financial management systems and internal controls required to ensure that the department commitment, operating, and cash management accounts are safeguarded and that accounts are appropriately maintained in order to ensure accurate financial data. Establish and maintain policies and procedures with regard to internal accounting controls and department budget, accounting, and disbursements practices. Ensure that controls and practices are effectively communicated to the department staff. Directs payroll and fringe benefits systems. Oversee the recruitment, performance, and training of team members and continually reviews strengths and weaknesses of staff to maintain a well-trained, and highly involved team. Develop, direct, and implement critical financial path activities and projects to ensure efficient and effective processes and practices. Define and deliver key performance indicators (KPIs) and dashboards to track operational performance. Partner with management on a regular basis in setting strategic goals/objectives and budgets, and/or in fostering improvements in policies/procedures for the department. Establish and maintain policies and procedures with regard to internal accounting controls and department budget, accounting, and disbursements practices. Ensure that controls and practices are effectively communicated to the department community .Prepare operating and project budget drafts and monitors departmental budgets and reports any significant deviations from approved budgets. Monitor and oversee all department asset and liability accounts; ensure proper accounting methodology, techniques, and policies are adopted in department operations. Improve business with constraint analysis, target costing, capital budgeting, and cost of quality of analysis. Performs other duties as assigned MINIMUM QUALIFICATIONS Education: Bachelor's degree in Accounting, Finance, Business Administration and/or related field. Master's degree in a related field preferred. Experience: Seven (7) years spent progressively building a background in the financial and business operations. Supervisory Experience: Five (5) year of direct management involved in recruitment, training, and professional development of staff. Certification/Licensure: Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Financial Manager (CFM), or Certified Internal Auditor (CIA) preferred. Other: Annual financial disclosure required by Maryland State law. Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 undergraduate college credits being equivalent to one year of related experience.
