Summary You will serve as a Accountant in the Comptroller Directorate, Material Accountability Department of NAVSUP WEAPON SYSTEMS SUPPORT. Responsibilities You will serve as an expert on the Navy Enterprise Resource Planning (NERP) accounting system and provide technical guidance on the financial, procurement, and inventory systems used by the department. You will perform studies and analysis related to financial requirements, contracting procedures, and inventory management practices. You will apply accounting principles, theories, concepts and practices in new ways to solve problems where no clear precedent exists. You will coordinate with Accountants and Financial Management Analysts in the Material Accountability Department to discuss problems and resolutions for system issues. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising or administering, supervising, or performing professional accounting work that requires application of accounting theories, concepts, principles, and standards to the financial activities of governmental, quasigovernmental, or private sector organizations. Examples of specialized experience include: 1) Devising solutions to accounting problems by developing and/or modifying accounting methods and techniques; 2) Applying standard accounting principles, theories, techniques and procedures to cases where little or no precedent information exists; 3) Advising and assisting on matters of complex accounting issues by gathering, assembling, consolidating, and analyzing facts; and 4) Performing oral and written communication pertaining to highly complex financial, procurement, or inventory issues. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
