About the Role
The Chief Safety Management Office, Construction Safety Management Unit, performs an array of field work and reporting activities throughout the agency to ensure construction program compliance with applicable safety standards, regulations and codes
Under the direction of the Program Director, Construction Safety, the Manager of Construction Safety will be responsible for developing, evaluating and administering construction safety programs and services for the agency at Port Authority and leaseholder constructions sites. The selected candidate will manage professional staff to monitor contract activities for compliance with Federal, State and Local fire and safety regulations and standards to eliminate hazardous practices and conditions and ensure fire safety programs and standards are properly adhered to.
Responsibilities
Direct and manage professional and technical staff performing complex evaluations, safety inspection programs, and conducting incident and accident investigations.
Oversee the daily administration of the Construction Safety Unit and administer the employee performance management program.
Assist with the development of unit metrics, performance reporting, project management and continuous business improvement initiatives.
Provide timely and expert guidance on matters related to construction safety.
Review contracts, drawings and project-related documentation to ensure adherence.
Ensure contractors are in compliance with OSHA, FDNY, NYCDOB, Local laws and all applicable regulations.
Audit work operations and construction processes to ensure they conform to Health & Safety Programs, Job Hazard Analysis, Contract drawings, approved plans and all accepted safety procedures.
Monitor work conditions, operations, practices, construction equipment and processes to evaluate effectiveness, adherence with accepted programs, required regulations, and alignment with all applicable safety policies.
Develop performance reporting and tracking of detailed safety observations, findings, safety deficiencies, and corrective measures. Analyze trending and provide and implement program improvement recommendations.
Oversee accident, incident and near miss investigations, root cause analysis and make recommendations to prevent recurrences.
Manage Preliminary Information Notification (PIN) system processes and reporting on accident and incident investigation information.
Interact & collaborate with Port Authority Resident Engineers, Integrity Monitors, Stakeholders, insurance brokers, and affiliated representatives.
Minimum Qualifications
The successful candidate will also be subject to a comprehensive background check, must pass a fingerprint based criminal history records check in order to obtain an airport Security Identification Display Area (SIDA) credential. The candidate must be able to maintain SIDA credentials throughout your employment in this position.
The ideal candidate will be able to respond to emergencies and be flexible and available to work evenings, extended hours, weekends and holidays if/when needed.
The candidate will be expected to manage and conduct daily, comprehensive site audits throughout all construction projects across the Port Authority.
The position involves field presence that requires working in all @types of weather.
The position requires the candidate to be capable of walking, navigating and accessing all points of a vast, active and dynamic construction site for extended periods of time through most of the day. The position will require climbing various @types of stairs, ladders and scaffolds as well as bending, lifting/moving objects, and driving to construction sites
A minimum of 10 years of experience in construction safety including conducting investigations and accident prevention at construction sites or related fields.
Possess OSHA 30-hour construction safety certificate.
Possess a valid driver's license.
Applicants must meet all performance and attendance standards and have completed all probationary periods at time of appointment to position
Desired Qualifications
Bachelor's degree in Safety Management or Construction Management, or College Degree in a safety related field from an accredited institution.
CHST certification or other recognized safety credential.
Demonstrated strong leadership, communications and interpersonal skills.
Demonstrated experience managing teams at multiple locations.
Demonstrated strong organizational and time management skills.
Demonstrated experience on Major Capital Construction projects including heavy civil infrastructure construction.
Demonstrated knowledge of Construction Safety and regulations including OSHA 1926 Standards, NYC DOB Code, FDNY, Local laws including DOT, DEP and any other applicable regulatory agency.
Familiarity with National Fire Codes, NFPA standards and NYC Fire Codes, Rules of the City of NY and FDNY operations and procedures or New Jersey UCC Fire code.
Demonstrated ability to effectively evaluate contractor construction safety and fire safety programs and to make technical recommendations based upon findings.
Demonstrated knowledge of hazard recognition and assessment, incident and accident investigation and reporting and conducting root cause analysis and Job Hazard Analysis.
Demonstrated ability to communicate effectively and professionally with OSHA and fire inspectors, construction inspectors, contractors, management, safety professionals, workers and stakeholders.
Demonstrated knowledge using computer safety software utilized for managing and tracking project hazards, incidents, and program documentation.
Demonstrated computer skills with proficiency in Microsoft Office Suite

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
