Summary The Lexington VA Health Care System Planning and Development Specialist is responsible for facility and business planning activities for the two Lexington VA Health Care System divisions, the four community clinics as well as other sites of care within the local communities to include realignment of capital assets and program development and expansion initiatives. Responsibilities The incumbent coordinates population-based studies involving data collection and analysis, statistical forecasting and related methodologies and special projects involving facility-specific or network-wide initiatives. As Facility Planner, the incumbent coordinates and oversees the medical centers planning cycle which involves: Assisting senior leadership in developing planning assumptions Developing a Facility Operating Plan overview to guide medical center services in developing their strategic business plans Integrating service plans into the facility plan Monitoring the implementation of the facility plan. The incumbent develops and implements medical center market plan that: Supports quality health care delivery in a safe environment Improves access to Veterans health care services Promotes patient centered care Demonstrates financial stewardship and effective use of resources Guides future capital investments The incumbent is responsible for identifying gaps in markets requiring planning initiative (Pls) using standardized methodology and for submitting completed marked plans with Pls to VISN and VACO within established timeframes. The incumbent will serve as the facility planner. In this capacity, the incumbent provides full and complete support of staff functions and provides consultation to top management and service chiefs on a variety of issues. The incumbent works closely with the executive leadership team to ensure: Implementation of the facility plan Oversight of all projects related to the facility plan Development of major and minor construction projects Oversight of all property acquisitions Engagement of senior leadership in all aspect of facility planning, including the development of strategic goals, facility projects, objective and performance measures.
