Summary The purpose of the position is to direct and perform all administrative functions within Diagnostic Imaging Service that includes office administration, human resources management, budget and finance, management, program analysis, records management, logistics, supervision of frontline administrative staff, and a variety of related administrative matters in support of a complex 1A VA healthcare system and is responsible for advising the service management team in these matters. Responsibilities Duties may include but are not limited to: Supervisory Duties -Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. -Gives advice, counsel, and instruction to employees on both work and administrative matters. -Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager -Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. -Carries out Equal Employment Opportunity policies and program activities. Non-Supervisory Duties -Performs budget administration functions. -Makes recommendations regarding the need for additional budgetary resources, contracts, and equipment. -Coordinates all areas of supply administration, such as expendable supplies, new and replacement equipment, requisitions, repairs, disposal, etc. -Initiates and coordinates requests for repairs of equipment, telephone installations or relocations, computers, printers, etc. -Independently formulates plans for proper space utilization. -May serve as a secondary Automated Data Processing Application Coordinator (ADPAC) coordinator for the service and ensures compliance with lease privilege requirements. -Reviews requests for menus, software and hardware and grants access when necessary to accomplish program operations. -Serves in the capacity of an additional Contracting Officer Representative (COR). -Functions in the capacity of Agency Government Purchase Card (GPC) holder. Personnel Management -Works closely with Diagnostic Imaging Service leaders to assure the service organizational chart is recorded with the correct full-time equivalent (FTE). -Researches and interprets Labor Management responsibilities under the negotiated contract and works closely with service leadership to provide information, resolve conflicts, and address other personnel issues that arise. Periodically reviews position descriptions to ensure accuracy and most effective utilization of personnel resources and makes recommendations to Service Chief. -Manages Diagnostic Imaging Service's training programs, assuring all non-licensed employees are in full compliance with all mandatory training requirements. Administrative Services -Plans, develops, and executes assigned clinical service administrative management program needs. -Coordinates and tracks responses to inquiries, action items and other requests of the service to a timely submission. -Attends and participates on various committee and meetings. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.
