About This Position
In this role, you will...
Operations & Regulatory Compliance: Oversee all operations at the Central County Solid Waste Disposal Complex in compliance with federal, state, and local regulations.
Safety & Risk Prevention: Proactively identify and address hazards to ensure safe landfill operations with zero compliance issues or workplace injuries.
Contract & Vendor Management: Manage contractor and operator contracts to protect public interests and extend the landfill's operational life.
Scale House & Financial Oversight: Oversee scale house operations to ensure efficiency, regulatory compliance, financial accuracy, and high-quality customer service.
Inspection & Compliance Leadership: Provide leadership to inspection and compliance staff to ensure adherence to regulatory and contract requirements.
Procurement & Contract Administration: Administer procurement processes, including RFPs, bids, negotiations, contract execution, and compliance monitoring.
Stakeholder & Agency Coordination: Build and maintain positive working relationships with contractors, customers, and partner agencies while coordinating contract implementation and public relations efforts.
Staff Management & Development: Supervise professional, technical, clerical, and field personnel, including staffing, training, performance management, and disciplinary actions.
Financial & Risk Management: Exercise sound financial judgment by managing budgets, promoting cost containment, identifying savings or revenue opportunities, and overseeing fraud prevention, audits, and risk mitigation to ensure responsible use of resources.
Leadership, Learning & Improvement: Foster continuous learning and staff development through coaching and mentoring while leading strategic planning, process improvement, problem solving, and effective change management.
Customer & Community Focus: Champion high-quality service delivery, proactive communication, accountability, and initiatives that meet or exceed customer and community expectations.
About The Schedule
Operating Days: Monday - Saturday
Work hours: 8:00 a.m. - 5:00 p.m.
Work schedule may vary based on operational needs and includes occasional Saturday shifts.
About You
Minimum Qualifications
A Bachelor's Degree from an accredited college or university specific field of endeavor AND four (4) years of related experience.
-OR- Associates degree from an accredited college or university AND six (6) years of job-related experience.
-OR- Professional related experience may substitute for the required degree on a year-for-year basis.
-AND- Two (2) years or more of supervisory experience in solid waste or comparable industry business operations including financial management, strategic planning, or continuous improvement.
Must obtain a Florida Landfill Operator certification AND Stormwater Inspector's certification within six (6) months from the time of hire.
A valid Florida's Driver License at the time of hire.
Preferred "BONUS" Qualifications
Solid Waste Association of North America Manager of Landfill Operations certification.
Experience working in the solid waste industry, a municipal solid waste landfill, or a Class I landfill in Florida.
Ability to interpret policy.
Understanding and application of federal, state, and local regulations and ordinances related to solid waste management.
Knowledge of methods, materials and equipment common to construction and land development.
Knowledge in the operation of heavy equipment in large earthwork or landfill projects.
Ability to read and interpret topographic maps/plans.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment in any class for a period of five (5) years.
