This position serves our partners at Minnesota's largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
As a Financial Analyst, you will play a key role is a key member of the MNIT Information Technology Business Office (ITBO) - Finance team, focused on strategic financial management for MNIT supporting the Department of Human Services (DHS), Department of Children, Youth, & Family (DCYF), Human Social & Digital Services (HSDS) and MNsure . The position drives enterprise-level strategy, analysis, and budget coordination for all IT functions. This position will act as the expert on Advanced Planning Document (APD ) and operational funding, ensuring IT modernization efforts are properly resourced.
A core responsibility is partnering across the MNIT and partnering agencies including IT program managers, Financial Operations, and legislative planners to develop federal funds acquisition and timing strategies. This position will analyze resource data, monitor direct and allocated costs for federal compliance post-award, and provide essential budget management, reporting, and administrative oversight to governance boards (EAB, IESC, FADT, PMT) and IT leadership. Ultimately, this position represents IT budget planning in agency-wide policy and strategic planning efforts.
This position requires an employee to be onsite at 540 Cedar St., St. Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of four (4) years of professional accounting, financial analysis, and/or budgeting and reporting experience.
Experience must include:
Management and manipulation of data in spreadsheets
Measuring and monitoring fiscal/budgetary performance
Ability to work with business partners to create a budget
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Preferred Qualifications
Process improvement & operations: Experience with process mapping, process improvement methodologies (e.g., EOS, Six Sigma, Lean), and managed service environments.
Financial analysis in IT: Experience providing financial analysis within an IT organization and developing or assisting with project budgets.
Financial systems expertise: Experience working with the State's SWIFT financial system.
Reporting & visualization: Expertise creating financial reports and dashboards using data visualization tools such as Power BI or Tableau.
Strongly Preferred Qualifications
Expertise with PowerBI, SWIFT, and ConnectWise is strongly preferred.
Direct experience working with Advanced Planning Documents (APDs) and enhanced federal match funding exceeding large-scale budgets.
Experience providing financial oversight and reporting to governance groups such as EAB, IESC, FADT, or PMTs.
