The Emissions Inventory (EI) Program works closely with facilities throughout Minnesota to collect, verify, review, and store point source air emissions data. This position exists primarily to support the EI Program by developing and managing the air toxics emissions inventory including for the seven metropolitan counties. The position also supports implementation of the Air Toxics Emissions Reporting Rule by preparing data-collection systems and databases, reviewing and analyzing reported air toxics emissions data, and making this information available to the public and Environmental Protection Agency (EPA). The position will develop and maintain tools, guidance, and training materials to help facilities report air toxic emissions accurately. This position also exists to provide data and analysis to the EPA, MPCA staff, other state and federal agencies, businesses, environmental and professional organizations, and community members.
Minimum Qualifications
Bachelor's degree in an environmental protection or related science, including chemistry, environmental science or biology, and two (2) years of professional-level environmental protection experience or pollution control experience. Experience must include data quality, data management and the use of analytical tools.
OR
Three (3) years of professional-level environmental experience as described above.
AND
Ability to manage multiple projects.
Understanding of the environmental regulatory process and state and federal rules and permits.
Understanding regulatory applicability and effectiveness related to air toxics, emissions reporting, and enforceability.
Critically review, assemble, document, and summarize information and data; communicate data results, independently complete assignments in a timely manner; and mentor and serve as a team member.
Strong communication skills, interpersonal skills, collaboration skills, customer service skills, and planning/organization skills sufficient to perform senior-level professional work.
Demonstrated strong technical writing skills.
Basic computer skills with proficiency in Word and Excel and exposure to PowerPoint.

Preferred Qualifications
Experience assessing, measuring, and documenting the validity, reliability, and completeness of complex data sets.
Knowledge of air emission calculations and air pollution control and technology.
QA/QC data experience and experience working with large datasets with a wide variety of approaches and analytical tools such as Tableau, SQL, Snap Surveys, Excel, Visio, Python, R or other statistical analysis software.
Good writing skills to prepare written reports, technical memos, and standard operating procedures manuals as required by regulation.
Good project planning and management skills to develop schedules, timetables, set priorities, and evaluate results.
Critically review, document, and summarize information and data into comprehensive recommendations, reports, and presentations.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
