About this Job
The Mission of the Louisiana State Racing Commission is to supervise, regulate, and enforce all statutes and regulations associated with horse racing and pari-mutuel wagering for live on-track and off-track horse racing, and other simulcasts of races. To collect and record all taxes due to the State of Louisiana; to safeguard the participants of racing; to safeguard the assets of the LSRC; and to perform administrative and regulatory requirements by operating the LSRC activities, including annual budget formulation and execution, regulatory and veterinary daily activities, supervision, and promotion of horse breeding in Louisiana.
This position is responsible for the management of the Louisiana State Racing Commission's cost accounting activities and the contracts section within Fiscal Services. The incumbent is responsible for applying General Accepted Accounting Principles (GAAP). The work includes providing management with required reporting and is performed in accordance with state, federal, and departmental rules, policies, and procedures, and is reviewed based on results, reports, and outside independent audits, both federal and state.

Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
The duties and responsibilities of this position require the following activities:
Responsible for the accounting and general ledger functions, such as preparation of journal entries in LaGov (FV50, FV60, and FV65), budget spread entries, re-allocation of expenditures, etc., to the proper GIL, Comm Item Number, Appr Prgm, Cl Catg, and Fund Cost Center. Prepares required fiscal reports, which include the compilation and analysis of data for monthly, quarterly, and annual reports, including actual expenses vs budget. Responsible for the monthly preparation of the bank reconciliation.
Responsible for the monthly audit, reconciliation, and coding of the expenses of CBA & PCard Transactions via the BOA Works website, as well as the compliance of such transactions as per the State Travel Rules & Regulations (PPM49) and the Louisiana State Racing Commission rules, policies, and procedures.
Responsible for processing all vendor payments in the LaGov System, Visa InterlliLink System, BOA Works System. This process involves the following:
Receiving, auditing, and coding RFP's (Request for Purchase), and delivery slips and invoices from purchasing. Confers with appropriate staff and vendors regarding purchasing and resolve issues with delivery and payment for items. Maintains current files on vendor payments. Reconcile worksheets/spreadsheets of expenditures to LaGov. Prints monthly audit reports from Visa lnterlliLink for the P-Card and CBA Account.
Maintain current knowledge of agreements between LSRC and LSU, Dept. of Justice, Dept. of Public Safety, Dept. of Agriculture & Forestry. Responsible for entering and encumbering professional contracts in LaGov System as needed. Confer with Accountant Supervisor 1, the fiscal director, and the appropriate staff regarding contracts within our delegated authority and those that require approval by other agencies. Process payments of contracts in LaGov System and maintain files on contracts.
Participates in the development of new accounting techniques in the design and implementation of accounting subsystems, and prepares managerial reports.
Assists in the accounts receivable department with processing revenue in ISIS during license renewals.
Additional Duties
-Performs other duties as assigned by Accountant Supervisor I and Fiscal Director.
-Completes all mandatory training & meetings required by LSRC.
