JOB SUMMARY
This position will assist the Vice President - Rolling Stock with providing leadership along with the procurement planning, and design, development and maintenance of all assets for the Maintenance of Equipment (MofE) department as pertains to rolling stock procurement and equipment engineering. The Assistant Vice President Engineering (AVP Engineering) will oversee the rolling stock fleet management including the development and delivery of various rolling stock procurement programs. The AVP Engineering is also responsible for all engineering associated with the electrical, mechanical, and control systems for all Metro-North Railroad rolling stock, both existing and future equipment along with the leadership of the technical support group. The AVP Engineering shall also ensure all engineering and technical support activities are executed safely, efficiently, and in compliance with federal regulations, industry standards, and organizational performance goals.
DUTIES AND RESPONSIBILITIES
Provide multi-functional engineering support and subject matter expertise to planning, scheduling, and execution of the maintenance, repair, and upgrade work on all Metro-North owned rolling stock to ensure compliance with all Federal regulations and industry standards.
Lead and direct the procurement of new rolling stock including coordinating with the Mechanical, Transportation, Capital Projects, Legal, and Procurement departments to develop specifications, contract documents, and acquisition strategies.
Evaluates and offers recommendations on potential purchases of all rolling stock vehicles and emerging technologies as part of MNR's Capital Program, including associated infrastructure investments.
Lead the integration of Metro-North's Rolling Stock Delivery & Integration and Equipment Engineering teams to ensure successful delivery and support of rolling stock vehicles.
Collaborates with internal stakeholders to successfully deliver, test, and integrate new rolling stock into existing Metro-North operations. Able to work effectively across multi-functional teams to resolve open-engineering and operational problems. Promote and enforce safe practices for working on or about rolling stock, buildings, yards and/or other facilities which are used by Maintenance of Equipment Department personnel.
Lead the development of long-range fleet management plans and projections to align with fleet maintenance, fleet composition, yard and maintenance facility requirements in support of service changes and service requirements.
Define and implement the long-term engineering roadmap for the engineering Department and align engineering goals with MNR's business objectives.
Ensure timely delivery and integration of multiple rolling stock @types and provide long-range strategy planning for engineering support of rolling stock maintenance.
Monitor and ensure compliance with existing and future FRA regulations and mandates with regard to equipment configuration. Assist in the development of maintenance policies and procedures, which maximize fleet reliability and availability while promoting and enforcing engineering best practices.
Lead Metro-North's technical support team to ensure seamless operational service delivery to minimize service disruptions. Develop long term strategy for technical support team integration to equipment engineering and maintenance support.
Serve as lead representative for Metro-North in forums/committee meetings in which Metro-North has a vested interest, including New York State, Federal Railroad Administration (FRA), Connecticut Department of Transportation (CDOT), MTA agencies, New Jersey Transit, Amtrak, audits, and other entities as applicable.

Provide key inputs in the development of the annual budget submission and ensure that the MofE department operates within the established budget by designing and instituting the necessary internal processes, protocols and controls.

Must be able to work outside of normal working hours as needed.
Must be able to travel within the United States and internationally in support of rolling stock programs
Ability to respond to emergencies on a 24/7 basis and be available for routine weekend coverage.
Must have a valid Driver's License.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's Degree in Arts/Sciences (BA/BS) i n Electrical or Mechanical Engineering or relevant engineering degree.
Minimum 12 years of progressively more complex management responsibility in rail fleet procurement, delivery, and equipment engineering.
Minimum 10 years of experience managing a professional staff and/or projects.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
