Summary The Medical Technician (Phlebotomist) will perform specimen collection, processing, accessioning and waived testing. This position is located at either the VA Victorville, Rancho Cucamonga, or Corona Community Based Outpatient Clinic (CBOC) in California Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but may not be limited to the following: Follows procedures for patient identification, sample procurement, and specimen labeling. Performs routine venipuncture specimen collections from patients. Follows laboratory procedures for collecting specimens in the appropriate container. Controls the physical condition of samples and responds to time factors to ensure that the physiologic state of the specimen is maintained. Provides education to patients for proper collection techniques. Prepares samples for testing to include labeling, centrifugation, decanting and aliquoting, etc. Maintains adequate supplies for all phlebotomy and specimen procurement procedures. Answers incoming calls for the laboratory service - finding and relaying accurate information or referring the caller to technical personnel. Performs standard diagnostic tests/procedures such as bleeding time, occult blood, urine dipstick, pregnancy test, fingerstick glucose. Performs sterilization on the autoclave and cleans glassware and other reusable items. Identifies and appropriately responds to adverse reactions such as fainting, nausea, vomiting, convulsions, and arrests. Perform other related duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience that may have been gained in (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or (b) technical support work in a closely related field, e.g., biological laboratory technician work, that required application of the methods and techniques for the position being filled. At this level, specialized experience should include experience performing a variety of laboratory tests, examinations, phlebotomy, specimen collection, processing, accessioning, and testing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position being filled. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school education. In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. Position requires lifting of reagent containers weighing up to 35 pounds.
