The Executive Office of Health & Human Services (EOHHS) is actively searching for a Deputy Director of Federal Finance and Revenue. The ideal candidate has extensive experience working with various federal programs, regulations, and state accounting principles. The Deputy Director will be responsible for providing strong leadership and management with the management of daily operations of the Office of Federal Finance and Revenue (OFFR); manage revenue leads who work with assigned EOHHS agencies in developing, analyzing and monitoring revenue forecasts and maximization projects; identify, review and analyze potential future revenue projects; develop and maintain a system for project management and reporting. The Deputy Director of Federal Finance and Revenue will report to the Director of the Office of Federal Finance & Revenue and will oversee a team of four Revenue Leads. Duties and Responsibilities (these duties and responsibilities are not all inclusive): Direct and exercise an efficient system of control through the implementation and monitoring of revenue management, forecasting, and reporting program processes. Assist the Director of the Office of Federal Finance and Revenue with the oversight and management of the UMass Chan Medical School contracts, including Third Party Liability (TPL) and Public Provider Reimbursement (PPR) and revenue maximization vendor contracts, including managing and monitoring contingency contract budgets and invoice management review processes. Report revenue performance, including review, analysis, tracking, and forecasting of base and new revenue. Facilitate and support business process improvement strategies and promote coordination and communication Develop and maintain a system for project management and reporting while identifying and analyzing potential future projects. Develop and provide management policy guidance in the design and implementation of forecasting and reporting processes. Manage the Revenue Lead Team and their workload and assignments to ensure progress and high-quality output across all projects and responsibilities in revenue management reporting, forecasting, monitoring, analysis, and project management processes. Assist the Director of the Office of Federal Finance and Revenue with the planning and development of revenue management operations for EOHHS agencies. Advise the Director of the Office of Federal Finance and Revenue in the decision-making process regarding revenue management policies, programs, and operational issues. Provide recommendations for the design of reporting systems to analyze financial data and provide recommendations on cost-cutting or strategic measures. Preferred Qualifications: Excellent time-management and organizational skills, including the ability to manage multiple tasks and prioritize work. Strong written and verbal communication skills, including the ability to provide clear, concise communication involving complex issues and problem resolution. Ability to think and make decisions independently, to independently analyze and determine the applicability of financial and program data, draw conclusions, and make appropriate recommendations. Strong leadership skills and experience collaborating with multifunctional teams, including experience in directing a team to develop improved revenue management processes. Knowledge and understanding of revenue management principles and practices. Knowledge of the principles and practices of financial management, including financial analysis and financial information recording and processing. In-depth knowledge of Federal and State Laws and Regulations governing the functions of EOHHS agencies. Ability to manage and motivate a team to coordinate the efforts of others to accomplish projects that contribute to the common goals and agency mission. Knowledge of the various federal programs (e.g., Medicaid, CHIP, Title IV-E, SNAP, TANF, SSBG, etc), federal cost allocation regulations, state accounting principles and practices, and computer report preparation. Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines.
