POSITION GENERAL SUMMARY:
Performs technical accounting tasks to support the accurate financial operation of Ada County's Court Department. This position is responsible for reconciling and maintaining court financial records, processing payments and disbursements, in accordance with court orders and accounting procedures. Work requires attention to detail, accuracy, and frequent interaction with the public and other departments to resolve financial inquiries and ensure the integrity of court-related transactions.
DISTINGUISHING FEATURES OF THE CLASS:
An Account Clerk III performs moderately complex and varied work under general supervision and according to pre-defined guidelines. Independently performs difficult financial record keeping tasks.
Essential Functions
Performs daily reconciliation and balancing of court related cash, check & credit card transactions received through all court departments;
Applies payments and makes adjustments to court records;
Reviews court orders related to misdemeanor probation and/or restitution;
Prepares and delivers daily bank deposits and ensures timely delivery to Treasurer's Office for secure transfer;
Processes various bank returns such as: Non-Sufficient Funds (NSF), credit card chargebacks and direct deposits;
Maintains and balances departmental cash box daily. Makes accurate change for all cashiering stations and other departments as necessary;
Prepares and send daily and monthly financial reports on all court related transactions to keep accounts in balance;
Ensures accuracy of all court financial transactions to court record and makes accurate financial adjustments to court cases including refunds, voids and reversals;
Creates and maintains point & pay accounts for cashiers;
Enters and maintains accurate direct deposit information for monthly disbursements;
Receives, applies and balances various direct payments such as copy fees, tax intercept and IDOC payments;
Researches missing, duplicate, misdirected or overpayments and takes appropriate action;
Processes weekly and monthly disbursements for fines and fees and restitution accounts and prepares checks for payment;
Audits and investigates non-redeemed issued checks. Request and prepare lost and/or duplicate checks when necessary;
Processes, tracks and disburses unclaimed property according to state requirements and deadlines;
Receives, deposits and appropriately disburses cash bonds pursuant to court orders;
Enters misdemeanor probation and restitution orders into court records; Reviews source documents to identify and reconcile discrepancies;
Works in conjunction with Prosecutor's offices on restitution orders, payments and disbursements to victims to ensure accuracy;
Furnishes information to clients, victims, and departments regarding the status of payments, disbursements, and other financial transactions;
Identifies and resolves problems for dissatisfied parties and victims and refers to appropriate staff if necessary;
Maintains accurate bookkeeping records and provides documentation for internal and external audits;
Communicates directly with court departments for all financial related matters to ensure accurate financial transactions are maintained.
ADDITIONAL FUNCTIONS:
May maintain checking account balances and ensure cash balances to daily payments;
Performs related duties as required.
Job Requirements
High school diploma or equivalent;
A minimum of three years of previous accounting experience;
Completion of college level course work in accounting preferred;
Knowledge of double entry bookkeeping systems and procedures preferred;
Knowledge of modern office equipment, practices and procedures;
Knowledge of clerical methods used in keeping fiscal accounts and records;
Knowledge of English grammar, spelling and punctuation;
Knowledge of business arithmetic;
Knowledge of Microsoft Excel, Word, and Outlook;
Skill in the operation of a personal computer and 10 key calculators;
Ability to understand legal terminology;
Ability to analyze and resolve accounting problems;
Ability to handle, count, and balance large amounts of money;
Ability to follow complex verbal and written directions;
Ability to plan for and meet deadlines;
Ability to communicate effectively verbally and in writing;
Ability to use appropriate telephone etiquette;
Ability to maintain confidentiality;
Ability to exercise judgment and discretion in the performance of duties;
Ability to maintain cooperative working relationship with other employees.
Work Environment & Physical Demands
Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
May be required to lift up to 20 lbs.;
Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
