The DVS Administrative Services (ADM) Assistant Director is responsible for supporting the ADM Director in managing the ADM areas of DVS and serves in the ADM Director's capacity in their absence. ADM is comprised of the following DVS programs:
Finance and Budget Program. This critical program provides direct fiscal support to DVS purchasing, contracting, and budgeting needs. The entirety of the DVS operating budget is managed from this program with input and decisions from DVS leadership. In addition to operational budget management, this program is also responsible for remittance of all revenue streams and cash management for the division.
Training Program. This program develops, updates, and delivers training to our Deputy Offices. This team works closely with internal partners to ensure training materials are accurate and works closely with their customers to identify training opportunities.
Mail and Print Program. This program is responsible for the vast majority of all incoming and outgoing mail, scanning, and printing for the division, and serves as the official channel for the division's print communication. This program also directly maintains and leverages machinery and technology that enables the division to receive and send mass communications via mail.
This position supports the ADM Program Director in all facets of ADM program management, to include but not limited to, strategic planning, operational management, policy development, legislative implementation, regulatory compliance, budget management, and organizational management. The ADM Assistant Program Director is directly responsible for the ADM program's operational management, regulatory compliance, and legislative implementation, community relations efforts, and escalates to the ADM Program Director as needed.

Hybrid Eligible: Employees may telework up to 50% or more, depending on the position and the needs of the division. Employees who live 50 miles or more from their permanent work location may be allowed to telework more than 50% with approval from the division director.
Minimum Qualifications
To be considered for this position, applicants must demonstrate:
Four (4) years of proven leadership and supervisory experience managing operational teams and direct reports (*A bachelor's degree or higher in Business, Management, Organizational Development or closely related field may substitute for one year of required experience):
Experience managing complex budgets, setting operational work goals, and managing complex operations
Background in regulatory compliance, audit participation, and legislative implementation
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities
Professional training and development experience in designing and delivering training requiring thorough needs assessment, establishing strong learning objectives, developing multiple delivery methods, developing content, and evaluating effectiveness
The following qualifications will be assessed during the interview process and further evaluated during the probationary period following appointment:
Experience leading diverse teams within a complex organization, which includes coaching, mentoring, and developing staff while building relationships
Strong communication and problem-solving skills across all organizational levels
Building and maintaining positive relationships with internal and external customers
Communication skills sufficient to direct the work of staff, discuss issues with employees and collaborate with internal and external partners of the agency
Preferred Qualifications
Strategic planning experience translating agency goals into tactical plans
Experience collaborating with MN.IT, other state agencies, and external partners such as AAMVA
Advanced analytical skills in policy development, performance tracking, and compliance strategy
Demonstrated success in process improvement, standardization, and change management initiatives
Prior experience in public sector operations, especially in transportation or public safety
Familiarity with union contracts and labor relations in a government setting
Knowledge of industry best practices, trends and emerging technologies
Experience interpreting and applying state and federal laws, rules, and regulations related to driver and vehicle services
Physical Requirements
Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
