Summary You will serve as a EMERGENCY MANAGEMENT SPECIALIST (NUCLEAR REACTORS) in the COMSUBRON FIFTEEN The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. Responsibilities You will be responsible for developing, maintaining and coordinating emergency procedures, equipment and facilities within cognizant areas of responsibility. You will coordinate accomplishment of at least three exercise/drills a year, including evaluations of response team performance and development and completion of subsequent corrective actions. You will initiate, prepare, monitor and administer the radiological emergency policies and procedures for radiological emergency response related to Nuclear Powered Warships in Guam. You will provide information to management on emergency plans and execution related to Nuclear Powered Warships. You will develop, coordinate and execute a training and qualification program for emergency responders within cognizant areas of responsibility. You will determine organizational and budgetary requirements within cognizant areas of responsibility. You will participate in conferences and discussions involving Naval Nuclear Propulsion Program emergency preparedness. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience in the Naval Nuclear Propulsion Program (NNPP), including experience as a NNPP operator with experience operating and maintaining nuclear-powered warships. Experience with reactor plant equipment and radioactive material associated with NNPP. Experience developing, maintaining, and coordinating emergency procedures, equipment and facilities. GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Assisting with emergencies associated with the nuclear reactor plant , reactor equipment and radioactive material associated with the Naval Nuclear Propulsion Program (NNPP). - Assisting with developing, maintaining and coordinating emergency procedures, equipment and facilities within cognizant areas of responsibility. - Assisting in preparing, monitoring and administering the radiological emergency planning program policies and procedures for radiological emergency response to NPWs in Guam. - Identifying actual or potential problem areas with project or program execution and initiate or direct corrective action. OR Have a combination of experience and graduate education as described above that equates to one year of experience. This position is subject to work an uncommon tour, including nights, weekends and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
