GENERAL DESCRIPTION:
The Wyoming Department of Corrections, Cheyenne Central Office, is seeking a qualified Accountant to support Central Office and Field Services accounts payable and receivable functions. This position plays a key role in preparing, analyzing, and interpreting accounting records and practices in accordance with State of Wyoming standards. The ideal candidate is detail-oriented, highly analytical, and collaborative, with a strong commitment to providing excellent customer service to both internal and external stakeholders.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Ensures internal control of the work unit or division.
Reviews and completed documents for A/P and A/R.
Reviews and completes travel vouchers
Maintains the Central Office annual property inventory.
Processes inmate payroll, including child support, court-ordered fines, restitution, and internal obligation payments.
Processes daily deposits and financial transaction requests, and responds to inmate communications.
Prepares, analyzes, and interprets fiscal information and may carry out special studies.
Recommends fiscal policy and methods for improving operations.
Participates in agency planning for the next budget period by researching and compiling data utilized in agency budget preparation.
Maintains petty cash fund per established policy and procedures.
Maintains fixed assets on WOLFS.
Determines accurate dollar amounts to be billed to each agency for a statewide billing system and generates monthly billings.
Performs a variety of routine tasks in the acquisition, disbursement, and inventory of equipment, supplies, and commodities.
Reviews and approves department WOLFS documents for A/P and A/R.
Manages grant/project budgets in WOLFS.
Coordinates fiscal functions for all grant coordinators in the department.
Ensures statutory compliance by internal and external stakeholders.
Qualifications
PREFERENCES:
Preference will be given to applicants with 3-4 years of progressive work experience (typically in Finance or Accounting) and knowledge acquired at an accounting technician level.
Preference will be given to applicants with WOLFS experience. Preference will be given to applicants who can create and manipulate Excel spreadsheets.
KNOWLEDGE:
Knowledge of purchasing procedures.
Knowledge of internal control processes.
Knowledge of accounting principles, techniques, and systems.
Skill in Microsoft Excel.
Knowledge of Government Accounting Standards Board (GASB) standards and General Acceptable Accounting Procedures (GAAP)
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician

PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform work; however, there may be some walking, standing, bending, lifting, and carrying of light items, driving an automobile, etc.
Exposure to inside and outside environmental conditions.
Lifting/grasping up to 50 pounds without assistance on a regular basis.
Walking on cement floors regularly.
Stooping, bending, kneeling, and crouching regularly.
Reaching on a regular basis.
Typing/Repetitive motion is frequent.
Talking/hearing frequently.
Seeing: the visual ability to perform an activity such as analyzing data and figures, viewing a computer terminal, and extensive reading.
