Summary The incumbent is organizationally aligned under the Office of the Associate Medical Center Director and is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, project management, strategic planning, office support services, Equal Employment Opportunity, document control, logistics, and a variety of related administrative matters in support of a complex medical facility. Responsibilities Major duties include, but are not limited to: Serves as an Executive Administrator (EA) to the Associate Medical Center (MC) Director of the Boise VA Medical Center (VAMC). Expert analyst for a variety of databases and data-driven programs including: Allocation Resource Center (ARC), ProClarity Web, Decision Support System (DSS), Veterans Equitable Resource Allocation Model (VERA), VHA Support Service Center (VSSC), Alternative Dispute Resolution (ADR) Tracking System, Office of Rural Health Management and Analysis Tool (O-MAT), Strategic Capital Investment Planning (SCIP) System, All Employee Survey (AES) Mapping, Health Care Planning Model (HCPM), bed control, Press-Ganey data, special reports, share points, and so forth. Evaluates information and determines whether data obtained is accurate and sufficient to meet the identified needs. Ensures that created reports contain all required data elements, fully address the specific need(s), provide appropriate timeframe(s) to be relevant to the user, and has been sufficiently validated so the data can be trusted. Incumbent is highly skilled in creating and analyzing reports and drawing accurate conclusions. Converts information into understandable decision points, creates graphics, transforms report outputs to useable knowledge for operations or policy support, adds value to the information by using advanced analysis tools, combines data to illustrate trends and to highlight contributory causes, trends data to forecast probabilities and to highlight opportunities, and customizes the information to meet users' needs. Ensures maximization of the Veterans Equitable Resource Allocation (VERA) for Boise VAMC(1) establishing priorities, (2) recommending changes to ensure the accuracy of patient classification into the appropriate VERA category, (3) notification and collaboration with the ARC when gaps and/or discrepancies are identified, (4) working with services to ensure data capture, and (5) ensuring efficiency and information reliability. Directs or coordinates studies/analyses covering a broad range of activities, including any aspect of operations with emphasis on complying with policy and resulting in improvements in the effectiveness and/or efficiency of operations. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for high level management which may involve producing complex analyses and written reports, organizing special committees, workshops or other gatherings, initiating program reviews, and developing or fostering cross-agency activities. Provides instructions on strategic planning, project management, survey analysis and improvement action techniques, and educate on organizational improvement initiatives to a variety of groups. The incumbent performs various assignments of a broad and comprehensive nature, designed to aid the Associate Medical Center Director in directing and evaluating the effectiveness of numerous programs and activities of the medical center such as development of policies, supervision, action plans implementation, development of monitoring programs, data and program analysis. Chairs/organizes pertinent executive management meetings; overseeing preparation of responses to correspondence: conducting and/or supporting committees, boards, symposia, or conferences; coordinating, and ensuring responses for action items for key groups such as VA Central Office (VACO), Veterans Integrated Services Network (VISN), state officials, and local facility; assisting in preparation organizing and/or managing programs, such as OIG (Office of Inspector General) preparedness, and Strategic Plan Goals/Tactical Actions; fact finding and AIB (Administrative Board of investigation). Participates in the development of strategic long-range planning over the next 3-5 years for the installation. Gives direction, provide guidance, and advise senior leadership, management officials, service chiefs administrative officers, and other administrative support personnel at the VISN and local levels; regarding administrative planning and operations including assisting with policies and procedures, ongoing readiness preparedness, statistical data collection and reporting, staffing and resource allocation, equipment, contracted services, fee services, and space utilization. You may qualify based on your experience as described below: GS-12 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting using comprehensive knowledge of healthcare Lean/Systems Redesign utilizing standardized tools, methods, and principles such as Lean and Six Sigma, along with industrial and quality engineering principles and concepts to identify systems design problems; Applying knowledge of hospital operations, policies and procedures as well as VA regulations, policies, and program guidelines to identify projects the improving quality outcomes and maximize return on investment of utilized resources; Providing consultation to executive, service line, and program leadership, through knowledge of the mission, organization, and program requirements of healthcare delivery systems to define a project scope and goals through a collaborative process; Utilizing knowledge of clinical practice guidelines and guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects; Skill as an excellent communicator which includes the ability to listen well, write with clarity and speak effectively to small and large groups; Administrative expertise and a background in leadership and strategic the ability to collaborate well.
