Summary You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMPENSATION) in the TALENT ACQUISITION SHIPYARD DIRECTORATE of the OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS. Responsibilities You will apply human resources concepts, laws, policies and practices in the provision of recruitment and placement services requiring the use of internal and/or external recruitment methods. You will conduct job analyses by reviewing position descriptions and interpreting OPM Position Classification and Qualifications Standards to create job opportunity announcement and issue/audit referral certificates. You will create job opportunity announcements, ensuring that all information is clearly and concisely presented to potential candidates, and is in compliance with regulatory and procedural requirements. You will research and apply OPM position classification and qualification standards to support applicant qualification determinations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing automated personnel and workload management systems to review data and information for accuracy of personnel records; applying Human Resources (HR) rules and regulations to process civilian personnel actions; or interpreting and analyzing qualification standards to assist with reviewing applicant qualifications to fill positions. Grade-point average (G.P.A) - applicants must have a grade-point average of: a. 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of my curriculum, or b. Based on grade-point average of 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum. 3.
