About this Job
One of ten districts across Louisiana, MHSD was created by the state legislature in 2003 to oversee the delivery of publicly funded, community-based mental health, addictive disorders and developmental disabilities services to our area. MHSD serves adults, children and families of Orleans, Plaquemines and St. Bernard Parishes. In particular, we serve residents who are uninsured, or Medicaid eligible/covered, individuals suffering from mental illness, individuals suffering from addiction, and individuals who have developmental and/or intellectual disabilities.
The Metropolitan Human Services District (MHSD) is seeking an experienced, organized, and dynamic individual to serve as the Executive Staff Officer. This critical position reports directly to the Executive Director/Medical Director and is responsible for high-level project management, executive administration, and liaison duties to ensure the continued success of MHSD. The incumbent will manage key projects, coordinate activities across various departments, and represent the Executive Director/Medical Director in meetings with local, state, and federal officials, as well as national organizations, commissions, and boards.
The ideal candidate will have:
Proven project management experience, including handling confidential and high-level tasks.
Strong written and verbal communication skills.
Ability to manage multiple priorities and work effectively with high-level stakeholders.
Previous experience in a similar administrative or executive role is preferred.
Bilingual skills (English/Spanish) are a plus for Mental Health First Aid instructor duties.
Experience in cybersecurity or compliance is beneficial.
Minimum Qualifications
Six years of experience in administrative services; OR
Six years of full-time experience in any field plus three years of experience in administrative services; OR
A bachelor's degree plus three years of experience in administrative services; OR
An advanced degree, or a Juris Doctorate, plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Some of the key responsibilities you will perform as an Executive Staff Officer are
Project Management of Executive Administration
Act as Confidential Assistant to the Executive Director/Medical Director, addressing and prioritizing incoming issues.
Manage and track the performance of medical staff and oversee various projects from inception to completion.
Coordinate travel arrangements, meetings, and procure necessary materials for the Executive Director/Medical Director.
Collaborate with internal and external stakeholders, ensuring effective communication and project coordination.
Work with the Legal team to maintain accurate reporting on the Louisiana Division of Administration website.
Ensure proper cataloging of all documents requiring the Executive Director/Medical Director's signature.
MHSD Board Liaison
Handle all logistics for Board meetings and ensure compliance with public meeting laws.
Assist the Board Chair with meeting agendas, minutes, attendance tracking, and distribution of materials.
Ensure Board members are compliant with mandatory reporting and training requirements.
Provide administrative support for Board elections, evaluations, and appointments/reappointments.
Coordinate Board training, maintain documents in accordance with MHSD's Record Retention Schedule, and ensure proper orientation of new members.
Leadership Coordination
Organize and attend Senior Leadership meetings, taking minutes and processing confidential information.
Work with departments to monitor data compliance, and maintain staff training records to meet accreditation standards.
Provide administrative support for ad-hoc committees and assist in the development and tracking of key performance indicators.
