Are you ready to lead at the forefront of local tax administration? Our department is seeking a dynamic, detail-driven leader to manage the Trust Tax Section, which includes the county's newly implemented Food and Beverage Tax (effective January 1, 2026), along with the Transient Occupancy Tax (TOT) and other critical business tax programs.
This is a unique opportunity to help shape and stabilize a brand-new tax program. This position is ideal for a professional who thrives in a fast-paced, evolving regulatory environment and is eager to take on the technical, operational, and leadership challenges that come with launching and managing a new tax program.
Key Responsibilities:
The Trust Tax Section Manager provides direct supervision and strategic leadership for trust-based and specialized business taxes, including but not limited to:
Food and Beverage Tax (New Program)- Lead implementation, compliance enforcement, taxpayer education, assessments, audits, and ongoing program stabilization.
Transient Occupancy Tax (TOT)- Oversee assessment accuracy, marketplace facilitator compliance, audits, revenue tracking, and enforcement.
Business, Professional and Occupational License (BPOL) & Business Tangible Personal Property (BPP)- Provide subject-matter support, technical review, and cross-program management assistance when needed.
Additional core duties include:
Directly supervising staff engaged in business tax assessment functions, including evaluation of returns, assessment of taxable assets and receipts, examination of records, and audit activities to ensure accurate assessments.
Interpreting and applying state and county business tax codes to ensure accurate assessments.
Reviewing complex business tax returns, detailed asset listings, and financial records. Coordinating audits, field investigations, compliance actions, and inter agency data sharing.
Developing training, workflows, and internal controls for new and existing tax programs.
Analyzing assessment trends, maintaining performance metrics, and producing management reports.
Providing technical guidance on complicated assessments involving multi-location businesses, exemptions, allocations, and amendments.
This position operates under the general guidance of senior management and plays a critical role in ensuring the accuracy, fairness, and defensibility of county business tax assessments.
Note: The assigned functional areas of the position include administration of trust taxes, financial and code-based analysis, data and reporting oversight, and/or project management.

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
Serves as the point-person and liaison within the department and with central county
departments regarding a designated program and functional areas of responsibility;
Prepares reports and presentations of analysis and findings.
Required Knowledge Skills and Abilities

Knowledge of the principles, practices and techniques governing management, organization, operations and programmatic services;
Ability to identify and describe a range of possible solutions for solving business problems;
Ability to apply research methods to design studies and assessments, and statistical analysis techniques to identify patterns and trends in data;
Ability to use word processing and presentation software to prepare documents, and to use spreadsheet and statistical analysis software packages to store, manipulate, analyze and present data;
Ability to train, lead, and/or supervise paraprofessional staff.

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check and a credit check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
Bachelor's degree in Accounting, Business administration, Finance, Public administration, or a closely related field.
Three (3) or more years of progressively responsible experience specifically in business tax assessment.
Strong working knowledge and experience with local and state business tax codes including Business, Professional and Occupational License (BPOL), Business Tangible Personal Property, Transient Occupancy Tax, and trust-based taxes such as the Food and Beverage Tax.
Three (3) years of experience applying tax laws to determine taxability, classifications, valuations, exemptions, and accurate assessments.
Three (3) years of experience reviewing financial and business records for tax assessment purposes.
Three (3) years of experience analyzing business operations to ensure proper tax treatment.
Three (3) years of experience preparing or reviewing amended or corrected tax assessments.
Experience providing technical guidance to staff on complex casework.
Proficiency with Microsoft Office suite and tax administration systems.
Strong written and verbal communication skills; three (3) years of experience explaining assessment determinations to taxpayers, staff, and management.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; requires some walking, standing and carrying items up to 10lbs in weight. All duties performed with or without reasonable accommodations.
