GENERAL DESCRIPTION:
The WyomingDepartment of Transportation (WYDOT) is seeking a dynamic and drivenPolicy & Planning Analyst IIIto join our forward-thinking Planning Program. In this impactful full-time role, you will empower WYDOT and local government leaders with expert transportation insights while helping ensure that public funds are used strategically, efficiently, and in full compliance with state and federal requirements.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Serves as a liaison to Local Public Agencies (LPAs), responding to inquiries and attending public meetings to explain the application process and availability of
relevant program funding
Supports participants in programs that are under-performing, and assists the LPA in successfully executing their project
Advertises and gathers proposals from the LPAs for projects, working with LPAs to ensure proposals are proper. Many LPAs are novices to the funding program, and assistance to individual LPAs varies
Drafts Cooperative Agreements with LPAs to delineate the duties of WYDOT and the LPA while ensuring the proper rules are followed
Reviews contract documents for completeness
Reviews LPA bid processes and awards
Performs construction monitoring as necessary
Receives reimbursement requests, reviews for compliance, and issues concurrence
Coordinates with FHWA and interprets Code of Federal Regulations and Laws to ensure LPAs comply with federal and state regulations
Coordinates compliance audits and final acceptance processes to ensure project completion
Builds and maintains checklists and instructions for use by the LPA and WYDOT Districts to ensure LPA projects comply with FHWA requirements
Coordinates with various WYDOT divisions for approval on LPA projects
Presents information and receives environmental regulation clearance from Environmental Services
Coordinates professional services actions for Local Public Agencies (LPAs) in collaboration with Engineering Services
Monitors project progression and each LPA program budget
Assists in administering the selection/advisory committees; this includes the solicitation of the agencies for members, getting approval of the nominations from the Transportation Commission, informing the committee of proposals, running and documenting the meetings, and presenting the recommendations to the
Commission
Assists in preparing and delivering the LPA training and certification process
Reviews audit findings, new federal guidance, and common concerns from the LPA and other state agencies to determine deficiency trends and build a training program to help eliminate issues
Assists with Scenic Byway Program Notice of Funding Opportunity as needed
Qualifications
KNOWLEDGE:
Must have the ability to communicate complex information and relate it to individuals that may have never worked in a federal aid program with all of their complexities
Foundational understanding of contract requirements
Strong knowledge of legislative, executive, and federal government processes and financial transactions
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst I

Qualifying eligibility and criteria for the hiring bonus
Temporary employees accepting a full-time position
Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
Current employees accepting a promotional opportunity - recruitment must have been opened to the public
One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive, and funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12-month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
