GENERAL DESCRIPTION:
This position provides senior-level support to the Business Division Director and staff within the Wyoming Secretary of State's Office. The role exercises delegated authority and decision-making in the Director's absence and assists by managing routine operational and oversight functions. Responsibilities include coordinating projects, directing daily workflow, training and mentoring staff, monitoring program and individual performance, and resolving complex or high-level customer inquiries and complaints. The position also oversees and delegates day-to-day processing of business entities, miscellaneous filings, and Uniform Commercial Code (UCC) filings, as appropriate. Additionally, this role administers the Commercial Registered Agents Act (CRA) and ensures staff are trained to effectively perform daily CRA-related duties.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.
Provide advanced professional and lead-level operational oversight for the Business Division, directing daily workflow and administration of multiple business entity @types, digital asset registrations, miscellaneous filings, and Uniform Commercial Code (UCC/EFS) recordings in compliance with applicable statutes, rules, and policies.
Serve as a delegated authority and technical advisor to the Business Division Director by providing consultation on statutory interpretation, operational impacts, and staffing considerations to support informed programmatic and administrative decisions.
Communicate division policies, procedures, priorities, and workload expectations to staff; assist with implementation and ensure consistent application of established processes.
Monitor and evaluate division operations to ensure statutory timelines and service standards are met, coordinate staff scheduling, leave usage, and workload distribution.
Perform clerical and filing functions during periods of increased workload to maintain continuity of operations and meet processing requirements.
Provide work direction, guidance, mentoring, and coaching to staff to improve job knowledge, productivity, and operational efficiency, answer staff questions, and provide technical assistance.
Monitor individual and programmatic output, identify trends related to workload, performance, and service delivery, escalate issues, and provide recommendations to the Director as appropriate.
Resolve complex or escalated customer inquiries and complaints requiring advanced knowledge of business law, filing requirements, or administrative procedures.
Prepare agendas and lead or facilitate division meetings as assigned.
Apply advanced written and verbal communication skills when interacting with internal leadership, legal counsel, practitioners, legislators, and external stakeholders.
Interpret, apply, and provide guidance on business-related statutes, administrative rules, and policies; lead drafting of Business Division rules and assist with rule development efforts across the Office as assigned.
Conduct research and prepare reports, memoranda, and analytical materials for division and office leadership.
Administer the Registered Agents and Offices Act, including oversight of commercial registered agent registration, renewals, compliance reviews, and audits.
Conduct compliance audits of commercial registered agents; initiate and support administrative enforcement actions for noncompliance in accordance with established procedures.
Serve as a subject matter expert in administrative proceedings, assist the Attorney General's Office with investigations, testimony, and resolution of enforcement matters.
Train and cross-train staff to ensure continuity and consistent administration of Commercial Registered Agent (CRA) duties.
Provide lead oversight of clerical processes related to report compilation, administrative orders, and implementation of procedures designed to reduce fraud associated with business filings.
Represent the Office at meetings, presentations, or conferences, assist with legislative requests and provide testimony before legislative committees when directed.
Perform special assignments, including confidential projects, involving data collection, analysis, trend identification, and reporting of findings.
Recommend operational or system enhancements; assist with development, testing, data validation, and implementation of custom software systems in coordination with information technology staff.

Qualifications
PREFERENCES:
Preference will be given to those with knowledge and experience in business or business-related law.
KNOWLEDGE:
Knowledge of business and/or business law preferred.
Knowledge of team building and functionality.
Knowledge of processes of state government, including legislative and administrative processes and the guiding principles and concepts underlying these processes.
Knowledge of preparing statements, white-papers, special reports, presentations for the Wyoming Legislature.
Knowledge of the State of Wyoming government rules, regulations, personnel rules, and state and federal statutes.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Management)
Experience:
1-2 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Analyst
OR
Education & Experience Substitution:
4-6 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Analyst

PHYSICAL WORKING CONDITIONS:
Occasional after-hours work to meet deadlines - typically around legislative sessions or major projects.
Sitting for extended periods of time.
Dexterity of hands and fingers to operate a computer keyboard, mouse, and to handle other computer components.
Lifting and transporting of moderately heavy objects, such as computers and peripherals; must be able to lift 50 lbs.
Coordinating, leading, speaking, and/or participating in sessions, presentations, and meetings.
This position is required to travel.
