Summary This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s). Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The major duties listed below represent the full performance level of GS-09. At the lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. The duties of the Inventory Management Specialist includes but is not limited to: Lifecycle Management Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high- cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Analyzes and advises the customer on equipment purchase recommendations. Conducts market research on product pricing and performance to identifies equipment items that offer the greatest potential for standardization. Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders. Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues, such as inspections, installation, training and deployment of equipment. Disposes of surplus or excess property in accordance with specific agency directives and procedures. Acts as the Custodial Official for VA during the sale process and until property is removed from the assigned area. Inventory Management and Control Manages and controls NX assets for a VA HCS and supported catchment area. Acts as a central point of contact for the coordination of material support and the resolution of logistics problems across organizational lines. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Maintains Equipment Inventory List (Ell) accounts. Schedules and conducts physical inventories (with a bar code scanner or other appropriate means) of all NX equipment. Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Uses automated property management systems to manage the facility property accountability program, create equipment records, research discrepancies, conduct inventories, bar code equipment and manage turned in excess property. Initiates Reports of Survey (ROS) for lost, damaged or stolen property. Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources. Physical Requirements: Work involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the Ell. A great amount of time walking and climbing stairs is required to conduct on-site inventories of Ell equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work Environment: Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment area, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VAHCS locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
