This position exists to provide strategic leadership for the Homelessness, Housing and Support Services Administration's (HHSSA) housing policy work. This is a leadership position in the administration with considerable decision-making authority. This position manages HHSSA housing-related initiatives, goals and strategic direction including development and implementation of policies, programs and services. This position exists to lead the administration's work on community engagement, particularly with people with lived experience, and serves as point person in partnership with legislative staff regarding legislative policy and budget proposals for the administration. This position exists to direct and lead HHSSA's work with the MN Interagency Council on Homeless and is responsible for leading the development and implementation of the goals, strategies and actions in the State Plan to Prevent and End Homelessness as they relate to HHSSA programs and services.
Responsibilities include, but are not limited to the follows:
Direct administration-wide stakeholder and community engagement efforts, particularly with paid consultants with lived experience.
Work across the Department of Human Services to further housing related goals and develop housing opportunities for people receiving services from all areas of the department. Bring a housing resources perspective and housing information across HHSSA as well as other areas of DHS, including providing informational materials for the frontline transition coordinators, housing access providers and service recipients. Serve as the administrations lead and point person with the MN Interagency Council on Homelessness and lead the development and implementation of the goals, strategies and actions in the State Plan to Prevent and End Homelessness as they relate to HHSSA programs and services.
Oversee the development and implementation of policy initiatives that impact housing and homelessness; mentor and enhance division policy staff capacity on developing related strategic initiatives.
Minimum Qualifications

Three (3) years of advanced-level specialized experience providing support/services for housing and/or homeless program.
Experience Must Clearly Demonstrate:
Experience in the areas of homelessness prevention, community supports, or and community-based services.
Knowledge of federal/state/local housing programs and/or service systems.
Knowledge of roles and relationships of county, tribal, state, federal and community partners as related to housing/support programs and services.
Experience with public policy analysis and development.
Experience with data analysis, and program evaluation for grant compliance.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Understanding of budgetary elements of state and federal housing and income support programs, and how they relate to federal programs to supplement community living and housing needs of low-income Minnesotans.
Demonstrate a high level of ability to work collaboratively across divisions, administrations, and in partnership with community organizations.
Highly developed communication both written and verbal and interpersonal skills with the ability to present complex and sometimes controversial information in a comprehensive, easy-to-understand style.
Knowledge of federal and state legislation, rules, policies, procedures impacting services to people who are homeless, people with disabilities, and/or older adults.
Experience in the development of legislative proposals, bill analyses and long-term strategic goals.
