Description of Job
The Division of Housing work unit provides safe, decent, and affordable housing to low and moderate-income residents of Colorado by working with public and private housing developers, housing organizations, and local governments to develop, rehabilitate, and provide down payment and rental assistance to new and/or existing housing.
This position exists to carry out the Colorado Division of Housing mission mentioned above by analyzing, negotiating, advising, training, monitoring and managing a portfolio of projects receiving financial assistance from a variety of federal and state funding resources which include: Community Development Block Grant, Community Development Block Grant - Disaster Recovery, HOME Investment Partnerships Program (HOME), National Housing Trust Fund (NHTF), and state Housing Development Grant, Housing Development Loan Fund, and Colorado Housing Investment Fund, State and Local Fiscal Recovery Funds (SLFRF), Affordable Housing Investment Fund(AHIF), and Proposition 123 (AHOP) and others. This position carries out the work unit mission in the assigned funding source and activity specialization.
The primary duties and responsibilities of this position include, but are not limited to:
Reviews the contract file following Housing Development Specialist handoff, and ensures that the contract file is complete, accurate, and all submissions required prior to contract meet DOH and HUD standards.
Follows up with Housing Development Specialist and/or grantee/borrower when documents are missing or of insufficient quality.
Provides technical assistance to grantee/borrower to ensure required documents meet standards (e.g. The Affirmative Fair Housing Marketing Plan must use demographic data to identify the population least likely to apply and describe strategies to conduct outreach to these populations. As well as, must also contain strategies to market accessible units to persons with disabilities.
The AM will provide affirmative marketing expertise to ensure grantees/borrowers can develop and implement compliant plans.)
Reviews the contract, which includes award amount, funding sources, applicable federal and state statutes/regulations, and other performance requirements; and the loan documents when state and federal dollars are loaned.
Ensures compliance with all contractual requirements throughout the term of the contract. As well as the documents are recorded properly and initiates action to replace erroneous or incomplete documents when necessary.
Generates option letters and initiates contract amendments to complete any needed revisions.
Reviews, analyzes, and writes quarterly reports concerning each affordable housing project regarding the completion of the project and the technical assistance provided.
Reviews state contractor quarterly performance, financial, project narrative, and vacancy and rent roll reports to determine the status of each project and program in order to complete the above reports.
Releases DOH funds based on the review of the project's quarterly performance reports, requests for reimbursements, and reconciliation of contractor costs.
Monitor projects throughout the period of affordability, subject to the risk-based long-term monitoring schedule and funding requirements.
Develops and plans on-site monitoring reviews to detect agency violations and failures in state and federal contract compliance by sampling contractor documents and the as-built project.
Evaluates contractor performance with regard to goals established in the legal documents. Analyzes and tests contractor financial control and management systems to determine internal control and compliance with HUD, single audit, and OMB requirements.
Writes monitoring compliance letters; reviews contractor monitoring replies to ensure state and federal compliance with required federal and state regulations.
Participates in DOH Office of Housing Finance and Sustainability (OHFS) meetings with statewide responsibility for analyzing applications for federal and state funding and applicant capacity.
Advises other OHFS members on the interpretation of federal and state regulations, past performance of applicants, and background on existing projects
Apprises the Director of funding recommendations.
Advises, guides, trains, evaluates, interprets, and provides technical assistance to state contractors (non-profits and local governments) in using state and federal funding resources, data collection, housing needs assessments, and general operation of affordable housing programs. These programs can include new construction, rental assistance, down payment assistance, and rehabilitation of owner-occupied housing and existing rental housing projects.
Assists via e-mail, phone, virtual platform, or face-to-face meetings.
Travels statewide to provide on-site technical assistance and training and attend community meetings.
As part of these responsibilities, incumbent develops, writes, and produces policies and procedures to address the information needs of state contractors, landlords, community officials, program beneficiaries, and DOH staff. Conducts statewide training on federal and state regulatory compliance.
Conducts quality control, health and safety inspections to detect possible violations of local habitability code, HUD housing quality standards (HQS), and/or HUD Uniform Physical Condition Standards (UPCS). These inspections include testing of mechanical systems, sanitary conditions, and building components. Based upon the monitoring findings, writes monitoring compliance letter with regard to state and federal requirements and requests that the contractor remedy the housing quality issues

MINIMUM QUALIFICATIONS
Experience Only: Six (6) years of professional experience in administration of federal, state, or locally funded housing or homeless assistance programs and/or program support for local, state, or federal government programs, including grant management, reporting, and/or monitoring.
OR
Education and Experience: A combination of related education and/or experience as listed above equal to six (6) years.
