Office of Administration - Fiscal & Budget
The Office of Administration (OAD) supports the effective operation of the Department by managing accounting, budget control, procurement, contract management, strategic planning and personnel management. The Office ensures fiscal responsibility, workforce development, regulatory compliance and modernization of administrative systems to enhance operational efficiency and transparency.
OAD delivers financial management, HR, IT, procurement, and strategic planning across the department, ensuring that technical offices can focus on their regulatory work. It manages the Natural Resources Trust Authority (NRTA), which oversees financial assurance and bonding programs for site restoration, orphan wells, and environmental liabilities.
This Accountant 1, 2, 3, or 4 position performs duties complex in nature, requiring advanced knowledge of accounting principles, governmental budgeting, fiscal policy, financial reporting, and analytical techniques. The incumbent must independently apply a variety of managerial, communication, budgetary, and analytical skills to fulfill the responsibilities of the position. Work requires strong proficiency in Microsoft Windows, Word, and Excel, as well as experience working in LaGov statewide systems.
Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
This Accountant 1, 2, 3, or 4 position is located within the Fiscal & Budget Division of the Office of Administration and is domiciled in Baton Rouge, LA. This position reports to the Accountant Manager 3. Independent judgment and decision-making are required with minimal direction from the Accountant Manager 3. The incumbent may be required to work overtime during peak periods. This position is responsible for all fiscal activities related to the Capital Area Groundwater Conservation District (CAGCD), as well as major departmental fiscal functions supporting the overall operations of C&E.
Duties include, but are not limited to the following:
Serves as the primary fiscal point of contact for the Capital Area Groundwater Conservation District.
Develops monthly budget projections, analyzes spending trends, and prepares the annual operating budget for CAGCD.
Prepares monthly salary and expenditure projections and monitors spending patterns to ensure compliance with state requirements.
Reviews, analyzes, and authorizes requests for purchases of goods and services, including contract requests, purchase orders, and payment authorization forms.
Monitors cash balances, revenue collections, and expenses for CAGCD; ensures timely deposit of pumpage and permit fee payments.
Plays a key role in the preparation and compilation of the Annual Comprehensive Financial Report (ACFR), including preparation of fund statements, notes, and required supplemental information.
Assists with the preparation of the department's Indirect Cost Proposal, including collection and analysis of financial and personnel data.
Assists with and/or prepares the annual agency budget request, including narratives, schedules, and supporting documentation.
Analyzes and assists with budget projections for the entire Department of Conservation and Energy, monitoring revenue, expenditures, and budget authority.
Participates in special projects and performs additional duties as assigned by the Accountant Manager 3, Budget Administrator, Deputy Undersecretary, and/or Undersecretary.
