Behavioral Health Fund Eligibility Supervisor The work you'll do is more than just a job.

The Supervisor of the Behavioral Health Fund Eligibility Systems Support (BHFESS) team is responsible for the development, implementation, and ongoing management of systems, processes, and functions that support eligibility determinations for the Behavioral Health Fund (BHF) for substance use disorder treatment. This position plays a critical role in ensuring that individuals seeking substance use disorder (SUD) treatment receive timely and accurate eligibility decisions to access BHF resources.
Reporting to leadership within the Operations Unit, the supervisor oversees a team of staff and leads efforts to ensure compliance with federal, state, and statutory requirements. This includes direct supervision of staff, operational oversight, systems design, interagency collaboration, and quality assurance.
Responsibilities include, but not limited to the followings:
Provide supervision and leadership to the Behavioral Health Fund Eligibility Systems Support (BHFESS) team.Ensure high levels of productivity, dedication to quality output, and job satisfaction are fostered and maintained. Oversee and conduct all human resources functions for supervised staff. Ensure strong communication and working relationships across teams, units and administrations that team members work with and support.
Lead development of the Behavioral Health Fund Eligibility System and business processes by engaging stakeholders and input from partners. Provide compliance, policy coordination, and ongoing oversight of functions related to BHF eligibility determination.
Serve on the supervisor/manager team within the BHA to administer the Behavioral Health Fund for substance use disorder treatment services and room and board costs. This includes providing oversight for systems, policy, and procedural changes which have the potential to improve internal operations and customer relations.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
Experience as a supervisor, lead worker, team lead, project lead;
Completion of a State of Minnesota leadership program (e.g. ELI, L4);
A paid/unpaid position leading a program or chairing a committee
(e.g. ERG) - Experience must include:
1+ year of experience identifying issues, goals and strategic actions
100+ hours per year time commitment
AND
Two (2) years of advanced level working experience with eligibility determinations for individuals seeking substance use disorders treatment services.
Experience must also include:
Strong knowledge of public assistance eligibility systems, SUD treatment services, or behavioral health policy.
Program and project management experiences.
Understanding of the roles and relationships of county, state, tribal, federal and community partners.
Experience completing comprehensive assessment for clinical eligibility.
Experience completing financial eligibility.
Broad-based, integrated understanding of federal/state law and policies relating to prevention, treatment, and intervention strategies that are holistic, family-focused and effective for a diverse population.
*Bachelor's degree or higher in human services, social work, psychology, or another related field may substitute for one (1) year of work experience.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Understanding of principles of group dynamics and ability to facilitate goal-oriented outcomes.
Experience with systems and process improvement in a regulated environment.
Experience providing subject matter expertise to inform system changes and information technology (IT) projects.
Ability to interpret and apply complex regulations and manage compliance-related functions.
Supervision skills including prioritization, coordination, decision-making, operational management, strategic analysis, project management, the ability to manage crisis situations, and the ability to maintain extensive and complex relationships.
Highly developed communication skills, including written, verbal, and interpersonal skills, with the ability to present complex and sometimes controversial information in a comprehensive way.
Ability to establish problem solving mechanisms using staff, technology and other means to influence the redirection of resources to meet deficiencies.
Knowledge of federal and state legislation, rules, policies, procedures and intent governing the delivery of human services programs.
