The Office of State Procurement (OSP) (https://mn.gov/admin/osp/) oversees $3 billion in goods and services purchases annually. The division offers volume discounts to state agencies and local units of government through 1,600 enterprise contracts and two large multi-state cooperative purchasing programs. The division also oversees vendor performance for the State and administers business development programs that help small businesses seeking to contract with the State.
We are seeking an engaged, innovative, and effective leader to manage the Operations Management section of OSP, which consists of the following work units: Business Operations, Process and IT Services, and SWIFT. In this position, you will also provide leadership and direction to align operation with broader business objectives. This includes, but is not limited to, the following:
Serve as the primary driver for and owner of technology efforts and systems, planning and overseeing new initiatives that have enterprise-wide impact to stakeholders, partners, customers, and team members.
Serve as the division's Executive Business Manager by providing budgetary and fiscal controls, ensuring the division operates in a sound and responsible financial manner.
Direct the strategic vision, roadmap, and budget by aligning procurement operations with broader business goals, including cost savings, risk management, and sustainability.
Manage all general support functions, including the division's purchasing and contracting; accounts payable; accounts receivable; process support; facilities management; file operation; files maintenance; and all related policies, procedures, and reporting.
Provide additional leadership and direction to support the effective and efficient performance and collaboration of the Operations Management section.
This position is eligible for up to a 50% hybrid telework arrangement. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applications whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
Four (4) years of experience with business operations/management in the areas of financial accounting, budgeting, public administration, purchasing, auditing, and/or information systems.
Substantial experience as a manager or supervisor; or in a leadership role managing and leading highly-skilled staff.
Knowledge and understanding of the principles, theories, and techniques of government-based purchasing and contracting.
Demonstrated skills and abilities to manage and execute technology programs/efforts that enhances the efficiency and effectiveness of initiatives across multiple business units or locations.
This includes, but is not limited to, sufficient knowledge of enterprise resource planning (ERP) or financial systems, system implementations and integrations with internal business processes, web application development tools, and web development languages.
Strong leadership skills with the ability to simultaneously direct multiple projects and adapt to changing priorities.
Knowledge and ability to interpret, apply, and communicate applicable laws, rules, policies, and/or procedures.
Effective communication and presentation skills to facilitate meetings, training sessions, and prepare and present testimony at legislative hearings and conference committees.
Preferred Qualifications
Bachelor's degree in Business Administration, Public Administration, Information Systems, or a related field.
Demonstrated budgetary and financial management experience with and ability to manage a budget of over $10 million.
Possess a high degree of management and human relations skills in planning, directing, leading, budgeting, organizing, negotiating, communication, and personnel management.
Ability to research, develop, and execute strategies ensuring activities and functions are effectively managed and all operational performance standards are met.
Strong problem-solving skills and resourcefulness in achieving program efficiency and compliance.
Experience working in a governmental environment, preferably in public procurement (state, federal, and/or tribal).
Champion change by continuously seeking and examining best practices.
