The Center for Health Promotion (CHP) Section of the Health Promotion and Chronic Disease (HPCD) division seeks a Financial and Operations Administrator. This position will play an integral role in CHP operations by developing and overseeing CHP budgets, overseeing the development and processing of contractual agreements, serving as a lead worker to administrative and support staff, and developing grant applications.
CHP partners with local community organizations, health systems, local and tribal public health, and other partners to prevent chronic conditions. We work to improve the health and wellness of those living with chronic conditions, with an emphasis on those experiencing the greatest health disparities.
This position will have the opportunity to work closely with staff and leadership to advance the Center's mission and goals.
Primary Responsibilities:
Serving as financial officer for incoming CHP grants and contracts.
Directing the development and administration of CHP budgets so that program funds are appropriately and effectively used in accordance with federal and state requirements.
Lead the development and processing of contractual agreements so the process is completed in a timely manner in accordance with federal, state, and MDH requirements.
Provide operations leadership and project coordination.
Provide technical assistance to Section and Division staff in the development of grant applications.
This position is eligible for hybrid telework. Employees living within 50 miles of the office must work in-office at least 50% of the time each month. Employees outside that radius may telework more with division director approval.
This position is temporary in nature and is anticipated to last through April 30, 2027. Due to the temporary nature of the position, the position could be ended at any time.
Minimum Qualifications

Three (3) years of experience in financial management, accounting, or auditing experience in public health, health services, human services, social services, or public policy. Experience must include two or more of the following:
Managing federal and state grants and contracts.
Analyzing, evaluating, and presenting fiscal information.
Creating financial reports or dashboards in a financial reporting system.
Developing policy and/or procedures.
Minimum Qualifications to be assessed during the interview process:
Ability to manage large, complex budgets over multiple years.
Knowledge of Federal grant policies and procedures.
Knowledge of and skill in using financial systems and Excel for budget analysis.
Experience in leading the development, processing, and management of legal agreements of various @types (outgoing grants, contracts, annual plans).
Financial analysis experience in analyzing trends to make recommendations on decisions to leadership.
Degree Equivalencies:
A degree in public administration, business administration, public health, or public policy, or related field may substitute for experience as described above:
Associate's = Six (6) months
Bachelor's = Twelve (12) months
Master's = Eighteen (18) months
Doctorate = Two (2) years
Preferred Qualifications
Advanced degree in public administration, business administration, public health, public policy, or related field.
Advanced knowledge of Federal grant policies and procedures.
Advanced knowledge of and skill in using financial systems such as SWIFT and EPM Data Warehouse and the use of Excel for budget analysis.
Experience working within state and federal laws, rules, and regulations related to budgets, reporting and auditing requirements for grant programs.
Knowledge of the Minnesota Department of Health functions, policies and procedures related to grant and contract management and finances.
Additional Requirements
