POSITION PURPOSE
This position is located at our Headquarters location in Bismarck, ND.
This position is open to varying levels of experience.
This position is responsible to perform detail duties relating to long-term contractual transmission delivery and ancillary services, member load and generator interconnections, Western co-supply power deliveries and North American Electric Reliability Corporation (NERC) compliance reporting. This position reviews and maintains Basin Electric Power Cooperative's (BEPC) portfolio of generation and load metering for the various Basin Electric metering arrangements with RTOs, transmission providers' tariff, bilateral agreements, and the membership agreements. The incumbent provide solutions in accurately measuring Basin Electric's loads and generation across a multiple transmission providers and regions. This position performs services agreements, engineering and economic analysis, inventory, maintenance planning, reporting, specifications and standards in multiple RTO markets and Balancing Areas. This position applies standard practices and principles to specific situations; evaluates, selects, and applies standard engineering techniques, procedures, and criteria using judgement in making minor adaptations and modifications.
ESSENTIAL DUTIES
Responsible for implementing, maintaining and accurately reporting the long-term transmission delivery services and ancillary service arrangements of BEPC's member power requirement needs. Implements the acquisition of long-term power transmission/wheeling/ancillary service resources through active interaction with transmission providers' transmission tariffs and transmission Open Access Same-Time Information System (OASIS). Determine the optimum long term Cooperative's transmission/ancillary service portfolio for maximizing the Cooperative's ability to serve load obligations, assessing availability and cost of transmission utilized in power supply planning and understanding/interpreting the rules promulgated by MRO, WECC, NERC, NAESB, MISO, SPP, RMR and FERC regarding accreditation issues and transmission access. Effectively maintain, report, and submit BEPC's NERC and RTO compliance activities related to long-term transmission delivery services and ancillary services.
Responsible to implement and communicate the BEPC Member's load interconnection process associated with Member's interconnections with SPP, MISO or other transmission providers as necessary for BEPC and Member's new load interconnections. Implement and maintain the BEPC loads by delivery point and provide accurate load data to transmission service providers and long-term planning models. Accurately implements and maintains the BEPC/Western co-supplied Membership load Pnode/EPnode loads split percentage to the SPP and MISO network models.
Responsible for maintaining a successful BEPC facility credit process as developed with the applicable Member's transmission facilities. Effectively work and communicate with Member's, SPP, MISO and other transmission providers in understanding and implementing procedures and processes.
Assist with supporting the development of strategies in the furtherance of the cooperatives near and long-term business objectives and for providing a centralized enterprise-wide view to address and develop strategies for the future success of the business to benefit the Cooperative and its member/owners.
Develop and maintain the Basin Electric's Meter policy, including requirements and specifications, and economically budgeting and performing cost allocation reporting of the installation, operating and maintenance of meter inventory.
Maintain and calculate meter electrical attributes, including transformer and transmission line loss compensation calculations and other electrical engineering calculations, of load and generation meters.
Develop and maintain Basin Electric's Metering Services Agreements with Members, RTOs and other industry counterparts as required.
Economically coordinate and maintain with Engineering and Transmission System Maintenance on meter attributes programming, installation and annual meter calibration maintenance on meter inventory and reporting.
Troubleshoot Member Revenue meter issues and develop engineering solutions to accurate measure loads and generation. Read electrical-one lines and understand electrical specifications.
Evaluate and report, on an as-needed basis, with consultants, members, transmission providers on the technical and economic conditions supporting the various member power supply deliveries, resource expansions and interconnections, long-term power sale/purchases, and completion of required regulatory filings.
Understand Open Access Transmission Tariff (OATT) principles and FERC open-access regulations impacting transmission service administration, ancillary service management, and tariff compliance.
Provide analytical support, including data collection, interpretation, and reporting to inform business decisions.
Synthesize complex data sets into actionable insights and present findings clearly to stakeholders.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree from an Engineering Accreditation Board/Accreditation Board for Engineering and Technology (EAC/ABET) accredited electrical engineering program.
6 years of related electrical engineering experience in the electric utility industry.
A valid driver's license.
Occasional travel required.
This position is identified as a Critical Infrastructure Protection (CIP) related position, which may involve physical and/or logical access to Bulk Electric System (BES) cyber-related assets or systems. This position may involve access to privileged information relating to such assets or systems. Applicants for this position will be required to meet applicable CIP eligibility requirements to be hired, and employees in this position must strictly adhere to all Basin Electric policies, procedures, and programs applicable to CIP requirements.
PREFERRED QUALIFICATIONS
A Professional Engineering (PE) registration.
PHYSICAL AND ENVIRONMENTAL DEMANDS
This position requires frequent sitting and standing/walking; and occasional reaching below and above shoulder level, use of keyboard/computer, bending, kneeling, lifting/carrying up to 10 pounds, and pushing/pulling up to 20 pounds. It also requires finger dexterity and hand coordination. This position requires good hearing and vision, and the ability to speak.
KEY SKILLS
Knowledge of electrical engineering and operations.
Proficient with Microsoft Office Suite.
Proficient Excel skills, including formulas, pivot tables, charts, and data analysis tools (e.g., VLOOKUP, INDEX/MATCH, Power Query, or Power Pivot).
Good written and verbal communication skills.
Ability to develop plans, procedures and goals; present information to others; and work under stress to complete projects within deadlines.
Knowledge of Open Access Transmission Tariffs.
