Role Overview:
This position serves as the Project Manager in the Rail Programs Office within the Division of Multimodal Transportation. The main aspect is to provide the safety of the public, traveling motorists, and rail employees with the enforcement of Indiana Code, Indiana Administrative Code, and the Indiana Manual on Uniform Traffic Control Devices. This position serves as the Project Manager for Federal Railroad Administration Grants within our office, including all phases of the grant projects. As well as railroad crossing inspections and inventory updates and crossing modification petitions.
Responsibilities Include:
Project Manager for all federal rail grants; includes all phases of project management, makes recommendations and modifications to facilitate end user policy compliance. Manages project scope, budget, reports, and schedule.
Serve as subject matter expert on federal and Indiana laws and regulations that govern the railroad industry.
Rail-highway Inspection Compliance- evaluate rail corridors for compliance with Indiana Code requirements and compliance with the Manual on Uniform Traffic Control Devices (MUTCD).
Rail-highway inventory updates: conduct on-site inspections of at-grade railroad crossings for updating FRA Form F6180.71 to evaluate for compliance of safety measures including, train activated warning devices, appropriate advanced warning signage, pavement markings, and proper sight distance. Notify the responsible parties of the deficiencies found.
Prepare petitions for signature by the Rail Programs Office Manager for the following circumstances: establishment of new public grade crossings, alterations, including relocation of public grade crossings; closure of public grade crossings; Extra-hazardous grade crossings for the installation of train-activated warning devices; Request to downgrade warning devices at public crossings; Less than Legal Clearance at rail-served facilities; Request to Declare a Public Grade Crossing as "Out of Service".
Prepare 12-Month Orders in-accordance-with Indiana Code (IC 4-21.5-3) for the Federal Highway Section 130 program.
Identify and recommend to Rail Programs Office and Local Public Agencies public grade crossings that are redundant and could be closed to vehicle traffic.
Process railroad police commissions/de-commissions; review necessary documentation and prepare new Commission Certificate and Commission Card for the officer.
Meet with Local Public Agencies (LPAs) and with railroads in assigned territory to discuss responsibilities at rail-highway intersections and promote the Grade Crossing Fund and Industrial Rail Service Fund programs.
Provide technical assistance in response to public inquiries regarding railroads through the customer service department.
Independently keep current on railroad issues at the state and federal level, as applicable, and share gained knowledge with others as appropriate. Using this information, provide technical assistance on federal grade crossing standards, rules, regulations, and policies to railroad companies, FRA, and other interested parties as necessary.
Ability to stay apprised of state, federal, railroad, and industry publications that apply to staff duties to enhance knowledge of railroad equipment, facilities, programs, records, operations, and regulation of railroad grade crossings.
Provide technical assistance to railroads and other interested parties at the time of, or in the @context of, any @type of inspection. Ability to explain and answer questions about railroad grade crossing safety standards, rules, regulations, and policies to a variety of audiences.
Skills Needed for Success:
Working knowledge of highway-rail crossing standards, Indiana Code, Indiana Administrative Code, Indiana Manual on Uniform Traffic Control Devices, and INDOT standard specifications and standard drawings.
Working knowledge of Indiana's railroad industry; railroad terminology and infrastructure.
Excellent written and verbal communication skills with proficiency in Microsoft Office and comfortable working with technology.
Ability to work collaboratively with internal and external customers to assess needs, provide assistance, and resolve problems.
Valid Driver's license required.
Other duties as assigned.

In office, Outdoors, and In-State Vehicle.
Office work: 50% Outdoors: 30% State Vehicle: 20%
Hazardous conditions: Working around live rail operations and on uneven tracks near rail-highway crossings.

This position is based out of INDOT's Central Office.
Salary:
This position traditionally starts at an annual salary of $67,314.00. Salary for this position may be commensurate with education and job experience.

The essential functions of this role are as follows:
Establish, monitor, and implement long-range objectives and specifying the strategies, KPIs, and actions to achieve them.
Analyze operations to evaluate performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
Interpret and explain in-depth and complex policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
Develop and implement corrective action plans to solve organizational or departmental problems.
Prepare and present reports for approval, including those for funding or implementation of services to executive leadership.
Develop and oversee program financial or budget activities to fund operations, maximize investments, or increase efficiency.
Develop and monitor program requirements to ensure it meets federal and state policies and grants compliance.
Develop and supervise training of employees and consultants on program requirements and usage.
Develop, coordinator, and deliver communication plans and communications.
Preside over, or serve on, boards of directors, management committees, or other governing boards.
Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
The ideal candidate in this role should minimally have either
a Master's Degree and 5+ years of experience, or
a Bachelor's Degree and 7+ years of experience, or
an Associate's Degree and 9+ years of experience, or
at least 11+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
You must meet the following requirements to be considered for employment:

Broad knowledge of provider agencies and their programs and services.
Broad knowledge of all source materials and references including federal and state laws governing the programs.

Analyzing information and evaluating results to choose the best solution and solve problems.
