Job Summary
Regulatory professional who possesses extensive technical knowledge regarding rate design theory and practice in AEP's state jurisdictions or external state jurisdictions. Must possess electric utility experience, and detailed knowledge of industry activity and outcomes regarding cost of service and rate design associated with new technologies and recovery strategies, as well as detailed knowledge in the application of theory to perform detailed mathematical analysis and solve problems with very limited guidance from higher level personnel. Developed working knowledge of state or federal regulations and standards, codes, concepts, systems, docket research and business processes relevant to work assignments. The ability to communicate and coordinate work across multiple organizations to address complex problems or perform analysis outside the AEP footprint to accomplish goals established by operating companies and corporate business units for innovative rate solutions for rate cases, recovery clauses, audits, compliance filings, policy matters, and/or other proceedings. Provides high value input for corporate, operating company, and business unit regulatory strategy development and coordination, and support for recommended negotiation strategies. Possesses an extensive knowledge of developments, procedures and current events affecting regulatory activity across numerous jurisdictions and provides input in the development of strategy regarding cost recovery based on the application of that knowledge. With an extensive level of regulatory knowledge, educates others on interrelationships between cost drivers and revenue.
Job Description
What You'll Do:
Develops direct and rebuttal testimony for distribution with little supervision.
Research similar filings in prior cases/filings.
Work with assigned subject matter witness(s) to develop and assemble written testimony (as the point person) to be filed with the applicable public utility commission.
Influences the strategy of the organizational unit through the testimony development.
Assemble, evaluate, and incorporate project costs and financial data (such as O&M and capital project costs and details) into the testimony.
Responds to discovery requests and Commission audits.
Spearheads the discovery answer process by evaluating questions/audit requests.
Assembles responses based on applicable data.
Coordinates internal review and incorporates comments in the final work product.
Enters the final responses in the system of record for filing by the requested deadline.
Conducts witness preparation in contemplation of public hearing.
Rebuttal testimony as applicable.
Case review and public hearing training/preparation.
Review of applicable documentation.
Coordinate, Review, and/or Prepare Annual Compliance Filings
Understand the requirements for the filing.
Collaborate with operating company subject matter experts to collect the necessary information and meet the commission's required filing timelines.
Other tasks as assigned, including:
Leading minor filings.
Issues research and presentation.
Special projects.
What We're Looking For:
Education/Experience:
Regulatory Consultant Senior:
Bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 4 years relative field, operations or analytical experience OR
Associate's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 8 years relative field, operations or analytical experience OR
High School diploma or GED AND 10 years relative field, operations or analytical experience.
Regulatory Consultant Principal:
Bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 6 years relative field, operations or analytical experience OR
Associate's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 10 years relative field, operations or analytical experience OR
High School diploma or GED AND 12 years relative field, operations or analytical experience.
Additional Information:
Master's degree, in areas of study identified above, is preferred.
Knowledge of AEP systems, such as Cognos is a plus.
Ability to work under pressure and adhere to expedited deadlines.
Proficient oral and written communication skills, including the ability to articulate strategy and provide guidance to management and witnesses on case.
Must possess analytical problem-solving skills.
May be required to work mandatory "on-call" requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.
Occasional travel will be required, such as: to attend hearings, to support witnesses at hearings, to participate in Commission Staff and/or stakeholder meetings/events, to advocate the Company's position in various federal, regional, or state venues, to attend training, etc.

Regulatory Consultant Senior (Grade 7): $86,783 - $108,481
Regulatory Consultant Principal (Grade 8): $98,032 - $127,439
